criteria for transferable job?

hello,

can anybody tell me that what is the criteria for the transferable job.

i am working in the central government deppt.my job is all india transferable job, although my first posting is at delhi.so plz tell me whether i am eligible for the transfer criteria points.if yes, then what affidavit should i made for the same.

Inter-State Transfer is allotted 5 points. Parent(s) who have been transferred to Delhi from overseas or other states excluding NCR Delhi due to service exigencies between to Apr'13 to Jan'14 are allotted transfer points  and mostly applicable to Government employees only. But it is up to schools if they include pvt. sector too you have check with the schools.
