Some Schools In The City Refuse To Refund Fee When Admission Is Withdrawn

Neha Pushkarna | TNN

New Delhi: Finding a nursery seat is not the end of all woes for parents of three-year-olds. Even as they try securing a seat, they have to pay a huge sum of money as fees at one go. Parents claim some schools are not willing to refund the fees if they withdraw their child for admission to another school after the second list. With nursery admissions burning a hole in pockets, parents are worried and confused about losing big bucks.
Lokesh Bhasin, whose child got through in a school in Defence Colony in the first list, said: ‘‘The school wanted me to pay Rs 20,000 to book a seat. But when I asked if they would return the amount if I pulled out my child later, they refused though the government rule says something else.’’ He added, ‘‘I think I will let go of this seat. I am waiting for the second list of two more schools. If my child makes it to those schools in the second list, I would anyway opt out. But I am wondering if it’s the right thing to do.’’
According to an earlier circular from the directorate of education, ‘‘If any parent or guardian deposits the full fee for admission and then after a month chooses to withdraw the child, then the school may retain the registration charges, admission fee and the tuition fee for one month only. The remaining amount has to be refunded.’’
***** correction Mr Vohra had quoted IF ANY PARENT CHOOSES TO WITHDRAW WITHIN ONE MONTH AND NOT AFTER ONE MONTH..SOME Typo  ERROR(as per doe guidelines)

However, some parents claimed that some schools had charged extra fees under a certain head without issuing any receipt for it. As a result, the amount cannot be claimed back on withdrawal. Sheela Paul, who got her daughter admitted to a school in Dwarka before other schools declared their list, said: ‘‘I had to pay Rs 21,000 as demand draft and an extra Rs 35,000 in cash for which no receipt was issued. The school made it clear that no refund would be made on the extra amount in case of a withdrawal.’’
She said, ‘‘Now that my child has made it to a school of our choice, I am planning to withdraw her from the Dwarka school. I am ready to lose Rs 35,000. I was prepared for it. I paid it as I had to book a seat for my child. I had no choice.’’ Another harried parent, Satish Yadav, said: ‘‘I feel so sad to send my child to these schools. What morals will they give to our children?’’
Now with parents expecting a second list to be out by the third week of February, such withdrawals will go up with parents’ money stuck in various schools. ‘‘If any school tries flouting the rules, parents should inform the deputy director of their zone or complain to us online,’’ a DoE official said.

I have withdrawn my son from Cambridge Primary School New Friends Colony.
I have given the withdrawn application with in 2 days and the school has informed me that they would not refund
Annual Charges 2750
Admission Fees 200
School Development Fund 10380
I think as per the guidelines of DOE the school should refund me the School Development Fund. Please advice what steps I should take in order to get the Development Fund refunded.

Its very true..these schools are demanding high amts with no refund amts. KR Mangalam in GK II is asking for 90,900/- INR as the first time admission fee out of which only 20,000/- is refundable...70,000/- in drain..
my daughter has got a nursery admission in "Dwarka Internation school" in Dwarka (delhi). after submission of fees, we got our daughter's name in "Modern Convent".

Now when we went to "Dwarka International" to claim the refund, they simply denied it. they said that fee won't be refunded once submitted to the school.
I told them about the circular issued from DOE and according to which we can claim the money in the same month of the admission (i have paid the fees on 9th feb 2010 and claimed the money back on 15th feb 2010). they simply ignored this logic.

After having a long conversation with the school people they asked us to write an application for the fee refund but denied to give any receiving of the application. the principal "Mrs Ritu Mehta" told us that we can only claim the security fee which is 500 rupees.
I have paid the amount of Fifteen thousand three hundred and thirty. i have the recipt of the same with me. even they refused to give me the recieving of the application i submitted. they are simply overruling the orders of DOE.
While everyone is sharing their BAD experience I want to share my GOOD experience. We had deposited around 29000 in Ahlcon Public School, Mayu Vihar. Out of which around 10000 Rs were as a development fees. We were thinking that we are going to loose at-least Rs. 10000. When we asked for refund of the same, we got all the money back through check , only deduction was Rs. 200. We got it within a week of giving the refund application.

Process wise we found Alhcon Public is the best school. They have very clear cut guidelines and they abide by them.
