Dear Mr. Vohra, most inter state transfers are fake. Imagine submitting one letter with your admission form and get at par with alumni. Schools wouldn't have the required resources or bandwidth to check authenticity of inter state transfers but surely they can ask for more supporting docs to prove the same. Can't imagine every 10th kid is interstate transfer case..by that logic Delhi's population would have gone up 10% in a year at least..

how can you say tfr cases are fake certificates? These are printed on company letter head and subject to verification. Try getting a fake certificate from your organization and you would know. 

Raman, regarding fake certificates, responsibility lies with the schools and the applicant. If applicant convinces the school, then it is okay. However, don't we get our govt. jobs done illegally, hence it may be easy for pvt. firms or even govt. sector also to get the things done in similar manner. Anyway, this was apparent from the list of dps schools who posted 75 pts at large and many of us are expecting these 5 pts mainly of transfers. 

This is a point to be noticed, during earlier admission process, none of the school has seen so much transfer cases, so why this year only. 

This can be fixed and contained if the schools insist on additional proof of transfer. I mean if you live somewhere there has to be some additional proof - rent agreement, utility bills, salary slips, bank statements etc. for the place you were transferred to. 

Clarity has to come on interstate transfer definition and definitely Delhi NCR within National Capital Territory should not be considered as interstate transfer even though it involves 2 different states Haryana,Uttar Pradesh vis a vis Delhi

I was searching for the Logic for giving preference to Transfer cases, and found the 1st document of 2007, which started this point system in Nursery admissions.

and recent Order (18/Dec/13) of LG which defined this year order

It just mentions that as there are transferable persons, thus school may give preference to those parents.

If we try to understand the logic for giving preference
1. RECENT transferred cases may not have residence proof of 6 months
2. Parent is shifting cities in Mid-Session, thus child should not be left without school

We need to distinguish transfer to get admission in Schools and genuine need, thus it should be only Inter-State. So person shifting from Sarita Vihar to Vasant kunj should not be considered transfer as that shift could be for School.

To Conclude,
1.As this is for fresh nursery admission, and not mid-session transfer, there should not be any preference over local residents.
2. When a person is not able to give a residence proof because of recent transfer, then he should submit transfer certificate to proof that he has recently been transferred.

There are some fraudulent brokers available in the market who have provided the fake TRANSFER Certificates especially to those people who are working in the private sector (as it is next to impossible for a government employee to produce the transfer certificate) and you will get extra advantage of the points on the basis of transfer for your ward in nursery admission. It MUST be checked by the Government & School Authorities that Delhi-NCR transfers (like Ghaziabad, Noida, Faridabad, Gurgaon, Bahadurgarh) MUST NOT be treated as inter-state transfer cases. Who Will Ensure It, I Have Faith in Education Minister Shri Sisodiaji that It Must be thoroughly checked. In anticipation of favourable action on immediate basis. Thanks.
