I think we do not have chance in second list because already they have draw lottery for waiting list.Thsose waiting list will get admission in second list.So no lottery for second list.

CIRCULAR
It has come to the notice of this Directorate that ambiguity is still in
existence among the parents as well as schools with regard to the various distance
criteria prescribed for admissions at entry level admissions in Private Unaided
Recognized Schools of Delhi for Economically Weaker Sections (EWS),
Disadvantaged Group(DG) category students and open seats.
It is clarified that the Directorate of Education has issued circulars/orders in
this regard from time to time. The relevant contents of the same are reiterated
below for strict compliance by all the concerned in the admission process.
1. Admission to Economically Weaker Sections (EWS) and Disadvntaged
Group (OG) Category students covered under the Provisions of RTE Act,
2009 (Please refer to Circular No: F.1S(1l0)/DE/ACT/2011/7S63-74 dated
13/02/2012):-
The Hon'ble High Court of Delhi in its judgement dated 31/01/2012 In WP (C)
No: 636/2012 titled 'Federation of Public Schools V/s Govt. of NCT of Deih,'
and WP(C) No: 40/2012 titled 'Federation of Public Schools V/s Director
(Education)' has laid down the following neighbourhood criteria to be
followed by the Recognized Unaided Private Schools for admitting children
from Economically Weaker Sections (EWS) and Oisadvntaged Group
(DG) Category students.
i. Admission shall first be offered to eligible students belonging to EWS
& DG category students residing within 1 km of the specific school.
ii. In case the vacancies remain unfilled, students residing within 3km of
the school shall be admitted.
iii. If there are still vacancies, then the admission shall be offered to other
students residing within 6 km of the Institution.
IV. Students residing beyond 6 km shall be admitted only in case
vacancies remain unfilled even after considering all the students within
6 km area.
2. Open Seats in Private Unaided Recognized Schools (Please refer to
CIrcular No: F/DE/1S/ 1031/ ACT/ 2013/ 2096-3007 dated 27/12/2013):-The neighbour hood criteria has been fixed as 08 km either
aerially or distance by roads. It is clarified that no distance slab is
allowed in above category.
This issues with the prior approval of the Competent Authority.

NO SYSTEM CAN SATISFY ALL AND THE DISGRUNTLED FOLKS WOULD MAKE THE MAXIMUM NOISE...
This is what sounds logical to me:
1) No points for Alumni - Why should my kids suffer if I couldn't go to a better school?
2) Equivalent points for "First Child" as given to "Sibling". Having both kids in the same school is convenient but this clause shouldn't penalize the "ONLY" child.
3) If we want our children to LIVE, we should have extra points for "ONLY CHILD". It's time we start giving incentives to smaller families or else no one would have any resources left after some decades.
4) A lot of people are talking about "Transfer Points". Let me try helping them understand the rationale behind having "Transfer Points". If we have points like "Alumni", "Sibling"; it becomes imperative to compensate the parents coming from outside Delhi since they would never be eligible for points like - Alumni & Sibling. If we can get away with "Alumni" and "Sibling" points, we should also abolish "Transfer" points for fresh nursery admissions. For other classes, it makes sense to give preference to "Transfer" cases. We have many parents working with the government, who don't have the luxury to choose their transfers. If they are not given preference, their kids would only go to Central schools.
5) Distance is the only logical entity to filter out applications but it's HEAVILY MISUSED. It's a cake walk procuring a rental agreement for the area of choice. Smarter parents even rent out an apartment in the area of choice for a year. You can rent an apartment/room anywhere in Delhi for Rs 5000 - 10,000. Richer parents even buy out properties in the area of choice! BUT Distance is still the most logical parameter because we don't want our little ones to travel for hours every day.
Yes Neetu, 8 KMs could be a little too much for some. I was happier with the earlier guideline of 6 KM since "I" was able to apply to many good schools in the close vicinity. I am not sure if every area in Delhi has good schools in the proximity. The only solution to this mess is to bring better schools in every neighbourhood. And interestingly, it's not too difficult. The land was alloted for a purpose and if the school is not able to meet the desired objective, government/DOE should have all the rights to intervene and help the school improve it's standards or take necessary action. The role of a school shouldn't be limited to just opening a shop with some desks and chairs.
Should the points for only child be with a clause they parent cannot have another child later? Else point for "First Child" should be sufficient.

Transfer points should be removed even in other classes also. Say if some % or no. of seats are reserved for mid session transfer cases and those seats remained unfilled, then this may lead to loss to schools. Reasons may also be added. Even many schools may not have seats in other classes. To kill the issue, remove transfer completely. Similarly, alumni also needs to be removed.
However, any system would not make parents happy. Either the system should be based on complete lottery system or a genuine point system to benefit majority. An example:-
Distance : in slabs
Siblings :
1st Born : (this may also invite frauds with hospital records/mcd officials.) But this should be added otherwise a difficult task for a fresher.
Staff : Here also manipulation is expected. DoE must issue clarification who is to be considered under staff - permanent and regular, semi-permanent, adhoc, temporary contract etc. To me, it should be only the confirm and regular employee rendered atleast 2 years service with probation period. These days, PF is also deducted even from temporary members.
Therefore, schools may also consider one which is actually temporary/contract/on probation etc in the staff category, thus doing favour to them by snatching a general/EWS seat. What you say?
