Why draw of lots in nursery admission be not held afresh?: HC

The High today asked the city government to inform it why draw of lots in nursery admission be not held afresh for all seats under neighbourhood scheme instead of just for those seats which were vacated after inter-state transfer category was scrapped.

Justice Manmohan asked the counsel for the government to take instructions from the directorate of education and listed the matter for further hearing tomorrow.

The court was hearing a plea against city government's decision to do away with the system of allocating points to inter-state transfer cases of children seeking admission in nursery classes here.

Delhi government had on February 27 issued a notification scrapping the inter-state transfer category under which it used to give five points to children whose parents have been transferred to the national capital from another state.

The notification was issued by the government after it admitted in court that there was misuse of the inter-state category.

The petition challenging the February 27 notification as being "totally arbitrary and unjustified" has been filed by Major Saurabh Charan and some other parents who have sought quashing of the government's decision to do away with the inter-state transfer category.

The petition has also sought directions to the government "to confirm the list of successful candidates/applicants including the children of present petitioners published by the schools prior to the passing of the impugned notification/ order..."

In the alternative, they have sought that draw of lots be conducted afresh for all seats under neighbourhood category by cancelling the entire draw held prior to February 27 and not just of those children who had availed of the benefit of the inter-state transfer category.

Under the earlier system, out of the total 100 points, 70 were given if the child lives in the neighbourhood of the school, additional 20 were given if a sibling is studying there, five points more if either parent is an alumni and another five points if it is an inter-state transfer case.

Those having 90 or more points are directly admitted while the rest have to undergo the draw of lots for admission.

i like it..i think till the time our kid selected in Vasant valley etc we should file case:)

we have to stop somewhere, everyone is suggesting according to there situation 1km ,one kid, alumni we have to think everyone should get right for education so equal rights for draw ..

if waitlist of 70 pointers can be scrapped why not confirmed list?

then why leave ewa and girl child....main issue is demand and supply and above all 25% quota for ews...ews is Tha main culprit

yes definitely ....scrap all the list and scrap DOE also which is not clear what should be done....applicability of DoE seems doubtful...

DISCLAIMER:- MY CHILD IS ON WAITLIST IN ONE SCHOOL AND IN ONE SCHOOL SELECTED IN 70 POINTS DRAW.

GENUINE TRANSFER CASE PARENTS HAVE A CASE. IF GOVT CHANGES RULES OF THE GAME IN BETWEEN THEN THEY SHOULD NOT BE PENALISED RATHER THEY HAVE TO BE  PLACED AT PAR WITH OTHER 70 POINTERS . IN LEGAL JURISPRUDENCE THERE HAS TO BE STATUS QUO OF ALL 70 POINTERS AS ON THE DATE OF START OF ADMISSION.

IT IS DOE AND LG AT FAULT WHO HAVE TAKEN ALL THE DECISIONS IN HASTE. THEY SHOULD HAVE CONTINUED WITH PREVIOUS YEAR RULES WITHOUT MGMT QUOTA. EVEN 8 KM CRITERIA IS HURTING SIBLINGS AS MANY BEYOND 8KM CHILDREN CANNOT GET ADMISSION INSPITE OF THE FACT SCHOOL BUS IS COMING TO THEIR HOUSE TO DROP ELDER SIBLING. HOW FUNNY.

DRASTIC CHANGE IN RULES IS ALWAYS DANGEROUS. I AM SURE NEXT YEAR THERE WILL BE SOMETHING ELSE.

THERE IS MORE TO COME . WAIT AND WATCH. PANDORA'S BOX IS NOW OPEN.

कृप्या करके कुछ तरस EWS केटेगरी पर भी करे ।

कुछ स्कूल ने 0-1km के दायरे में आने वाले बच्चो को सीधा दाखिला दे दिया है जिन की संख्या 46 है 50 में से

और बाकि 4 सीटो के लिये ड्रा निकला 400 में से जो की बिलकुल गलत है ।
4 सीटो में से 3 पर DG के बच्चो का नाम आया था और सिर्फ एक सीट पर ही EWS का नाम ।

और ड्रा की तारीख 22 jan दी थी और चोरी से ड्रा 7 जन को ही कर दिया बिना पेरेंट्स को बताए ।

ये तो EWS गरीबो के साथ बहुत बड़ा धोका है ।

स्कूल का नाम है dps vasant kunj ।

हम सब EWS यूनियन के लॊग आप से अनुरोध करते है इस प्रक्रिया को अभी रद्द किया जाय और दोबारे से सभी के सामने 0-3 km के लिए ड्रा किया जाए ।

शिक्षा निदेशालय पर शिकायत करने पर भी कोई कारवाही नहीं की गयी ।

DOST I SYMPATHISE WITH YOU. I AM NOT IN FAVOUR OF HAVING DISTANCE CRITERIA AT ALL. IF THERE IS NO DISTANCE BAR IN KG ,PREP ETC THEN WHY IN NURSERY ??? 

IF SCHOOL BUS IS GOING AT A PLACE THEN THEY SHOULD TAKE STUDENTS FROM THERE. NO PARENT ON ITS OWN WILL PUNISH HIS CHILD BY MAKING HIM/HER GO TO SHOOL WITHOUT A SCHOOL BUS OR COMMUTE LONG DISTANCE. EVEN NOW THERE ARE CHILDREN WHO ARE GOING TO DWARKA SCHOOL FROM CENTRAL AND SOUTH DELHI.

 

Also, many transfer category parents are complaining that they had filled forms in 1 or 2 schools only because of high prabability of selection in previous point system.

Now that Transfer points are scrapped, with redraw also their chance of being selected is very less compared to those parents which had filled forms in 15 to 20 schools. And this is a very legitimate point as they have not been given a chance to apply in more schools after Transfer points were scrapped.

Hence, a group of parents is planning to file a petition allowing Transfer parents to apply afresh in all schools of their choice.

Best thing would be Centralised admission process. Court should notify Director of Education to register all Delhi Nursery applicants (both General and EWS). 

Parents should fill one single form with schools of their preference. DOE staff should counduct lottery for all applicants and send a list to schools for admission.

It would save precious time of every parent who has to run from pillar to post. Hope some sense prevail in tommorow's HC verdict and give some respite to parent community which is facing anxious times.

That's the best way to go away with all these mess.
