Why draw of lots in nursery admission be not held afresh?: HC -PTI
The Delhi High Court today asked the city government to inform it why draw of lots in nursery admission be not held afresh for all seats under neighbourhood scheme instead of just for those seats which were vacated after inter-state transfer category was scrapped.
Justice Manmohan asked the counsel for the government to take instructions from the directorate of education and listed the matter for further hearing tomorrow.
The court was hearing a plea against city government's decision to do away with the system of allocating points to inter-state transfer cases of children seeking admission in nursery classes here.
Delhi government had on February 27 issued a notification scrapping the inter-state transfer category under which it used to give five points to children whose parents have been transferred to the national capital from another state.
The notification was issued by the government after it admitted in court that there was misuse of the inter-state category.
The petition challenging the February 27 notification as being "totally arbitrary and unjustified" has been filed by Major Saurabh Charan and some other parents who have sought quashing of the government's decision to do away with the inter-state transfer category.
The petition has also sought directions to the government "to confirm the list of successful candidates/applicants including the children of present petitioners published by the schools prior to the passing of the impugned notification/ order..."
In the alternative, they have sought that draw of lots be conducted afresh for all seats under neighbourhood category by cancelling the entire draw held prior to February 27 and not just of those children who had availed of the benefit of the inter-state transfer category.
Under the earlier system, out of the total 100 points, 70 were given if the child lives in the neighbourhood of the school, additional 20 were given if a sibling is studying there, five points more if either parent is an alumni and another five points if it is an inter-state transfer case.
Those having 90 or more points are directly admitted while the rest have to undergo the draw of lots for admission.

LET ADMISSIONS BE DELAYED BY 15 DAYS. LET THE SESSION START 15TH APRIL BUT FOR GODSAKE
LET'S PUT UP A FULL STOP SOMEWHERE. LG AND DOE PLEASE CONSULT ALL STAKEHOLDERS AND FINALISE THE NORMS. EVEN HIGH COURT JUDGE JUSTICE MANMOHAN WILL GET IRRITATED.

This reminds of my childhood days, whenever we all cousins used to play playing cards amongst ourselves and during the deal if one of us get really bad cards, we used to mix the cards with the undistributed stack citing excuse like "tune sahi se peesa nahi" or "I didn't see kii tune gaddi Kaati hai" etc. and requested the dealer to re-deal.
Same is happening here, the only difference is it was funny then and it's gross now.

Court should simply order DOE:
Delhi children is your responsibility. Get every child admitted in a school near to his home. Make sure no child is left out after 31st March.

I totally agree with u. I have filled in 22 schools in east delhi... yet my child name is not there in any of the draw... wht should i do?
I was very much against of giving donation and was vocal about it also... but now i m feeling like i should get my child admitted somehow to a good school... though i m not doing it.
Every child should get admission. when govt. has the campaign "sab padho, sab badho" why they are harassing us so much? Everyday there is a draw in some school or the other, we have to make some arrangements to go to that school with some hope and then only 40-50 name comes out of 800-1000 and we got to know that our child is not selected.
Parents should get a chance to select the school or their should be a single draw for nearby schools with in 2 km on one venue and if a child name appear in 2 schools, his or her name will not appear in other draws.

very correctly said. all the children should get admission. otherwise what sense should neighbourhood criteria makes. they should stop playing with our children's future. all schools should start with two shifts. schools should stop selling seats now. education bhi bikau hone lagi.all the parents who are buying seats for their children.,just for nursery should reshake their soul.by doing this already there kids future are spoilt. parents it's just nursery, don't get in trap of these private schools who hv commercialised education also. government is part of this game. start home schooling.we as parents hv to unite and stop this. don't send your child to this mere shops not schools. we have to shut down this shop business. enough is enough now. we as a parent have full right to decide which schools we hv to send our child. not this government nor these mere shops called schools have rights to decide whether they will admit our children.

I don't agree with Nidhi on concept of two shifts in school which will decrease the quality of education. I have studied myself in a goverment school, but i know, what i have missed here
