Why draw of lots in nursery admission be not held afresh?: HC

The High today asked the city government to inform it why draw of lots in nursery admission be not held afresh for all seats under neighbourhood scheme instead of just for those seats which were vacated after inter-state transfer category was scrapped.

Justice Manmohan asked the counsel for the government to take instructions from the directorate of education and listed the matter for further hearing tomorrow.

The court was hearing a plea against city government's decision to do away with the system of allocating points to inter-state transfer cases of children seeking admission in nursery classes here.

Delhi government had on February 27 issued a notification scrapping the inter-state transfer category under which it used to give five points to children whose parents have been transferred to the national capital from another state.

The notification was issued by the government after it admitted in court that there was misuse of the inter-state category.

The petition challenging the February 27 notification as being "totally arbitrary and unjustified" has been filed by Major Saurabh Charan and some other parents who have sought quashing of the government's decision to do away with the inter-state transfer category.

The petition has also sought directions to the government "to confirm the list of successful candidates/applicants including the children of present petitioners published by the schools prior to the passing of the impugned notification/ order..."

In the alternative, they have sought that draw of lots be conducted afresh for all seats under neighbourhood category by cancelling the entire draw held prior to February 27 and not just of those children who had availed of the benefit of the inter-state transfer category.

Under the earlier system, out of the total 100 points, 70 were given if the child lives in the neighbourhood of the school, additional 20 were given if a sibling is studying there, five points more if either parent is an alumni and another five points if it is an inter-state transfer case.

Those having 90 or more points are directly admitted while the rest have to undergo the draw of lots for admission.

EG. MAXFORT PITAMPURA IS NT CONDUCTING DRAW AT ALL

BALBHARATI PITAMPURA HAS 350 SEATS..  WHERE R THESE SEATS GONE? OFFERING 15 SEATS OUT OF THESE FOR RE DRAW...

I GUESS V LL END UP, PAYING HUGE AMOUNT TO SCHOOLS...

TILL LAST YEAR.. PTS SYSTEM, PARENTS NEVER HAD PROBLEM.. NO SUCH DELAY IN THE ADMISSION PROCESS... N WHT HAS HAPPENED THIS YEAR...

@ Richa Verma, I do believe all the points other than neighborhood should be scrapped....and keeping the spirit of right to education in mind...the system should allow a fair chance to all...and select candidates through draw of lots

I think children living in 1km of school should have extra points... Coz the parents who want to teach their child in nearest good school are also helping the country in many ways... they help in solving Traffic jams at school time, save fuel, save money, save valuable time for parents and child, save energy, solve problems like school bus safety issues etc.

 i don't know i would say school near to my office i should get benefit because i am helping industry and traffic jam ,this way don't know how many combinations can be created.

i think only sibling and 8 km 70 point valid according to me

ya dats y there is govt to decide wat is best possible combination for all...but sadly for us indians, our govt is the most corrupt and stupid of all.

Then what would happen for the parents who are not having school in 1 Km?

see there is always draw even now also..but 1 km will help even you as those parents wont fill so many forms and then the probability among the remaining seats wud b higher to u.. its a situation where seats are filled in d way they should be.

over 900 schools and over 4 lac appications-No matter what is the decision by the higher court wil be, there would remain many parents whose wards didn't appear in any lists. Eventually leading to more court cases and all because we have been blind to the increasing needs not just for education but also for medical care and other other infrastructure needs. Delhi has seen one of the highest rises in population not just by birth and death equation but more so by increasing number of people moving to the city for need of greater opportunities. until our political bodies have the willingness to improve the society as a whole such mess will remain and worsen. I was born and brought up in south delhi and studied from central delhi and my wife was born in Mumbai and studied from 17 different schools because her father was a naval officer and kept moving. So as a result my son who is born in vasant kunj has only 70 points. I applied in 10 schools and he may not get any admission so iwas wondering what happens to kids who do not get admissions in nursery  every year. I am sure the number of applications would have been equally high in previous years and number of schools would have also not changed much. i never heard from any of my friends that their child in not studying for want of admission in nursery ....seriously ....what's the catch here ... if every child eventually gets admission somewhere then why so much fuss....i can only hope and pray that every child born gets the opportunity to education.

In agreement with regards to Maxfort Pitampura.. They did not conduct any draws and also there is no info of re draw..

VGS rohini has 104 open seats , 86 filled by sibilings???

Even Heritage, DPS rohini did not have such high no. of sibiling applications..

Only 18 seats were made available for approx 3000 applicants..

Surely there is an inherent flaw in the guidelines and also no check and balances for adherence of the guidelines at the school end..

 

This highlights the fact that even sibling points should be reconsidered or the siblings should be handled through a capped quota.
