Facilities in Schools for Children with Special Needs

Does anyone know what are the guidelines framed by CBSE for schools with respect to children with special needs. Is there any mandate given by CBSE for the facilities to be provided for these kids. If we see most of the schools in NCR, I think almost of them barring may be 5 to 10% might have 1 to 2 special educator(s) etc in the name these facilities.

Delhi high court had ordered to keep some fix seats for children with spl needs in Delhi Schools this year only but it was too late so might be implemented in coming year.

Else 25% ews quota includes children with spl needs. (which ever school is following RTE )
