Is It Fair? 1st Quater Fee Charged without any services by Nursery Student 2014

This is to bring to your kind notice that I got my son admitted in Nursery in a school on 06/03/2014 with a deposit Rs 34,137/- which included Rs. 4400/ as Bus Fee, Rs. 500/ as Security Fee, Rs. 10119/ as Tution Fee, Rs. 1518/ as Development Charges, Rs. 600/ as E. Learning Fee, and Rs. 1800 as Meal Charges totaling Rs 18,937/ applicable for 1st Quarter.

Is it fair same charges by school as the session got delayed for the same charges got delayed for the same period by stay order of honorable Supreme Court of India. As on hand my son did not attend any classes, as well as the fees was taken in advance. Now I was requesting to school management for please adjust the same in the quarter JULY to SEP 2014.But, He is not agree for adjust.

Anyone can help me ?

Its not fair but we had sent letter to DOE for same but DOE did not take any action.All parents had to pay.

It's seem like that all public school has given bribe.
Please guide me. I want register a complain through court(Janhit Yaachika) against school. What is the process?

Almost all schools take 1st quarterly fees in advance. I also used to wonder why. But In FAS Noida, they have not taken the 1st quarterly fees, we only had to pay the admission fees and some developmental fees. We'll have to pay the quarterly fees in March.
