THE DELHI GOVT HAD INTRODUCED CENTRALISED FORMS FOR EWS STUDENTS IN 2011 TO STOP SCHOOLS FROM HARASSING PARENTS OF SUCH KIDS
NEW DELHI: Children from the economically weaker section (EWS) are likely to end up as the biggest losers in the tussle over nursery admission guidelines between the state education department and the city schools.
With schools already releasing different admission schedules to suit themselves, there is no clarity on what happens to the centralised forms for the EWS category students.
The Delhi government had started centralised forms for EWS students in 2011 to make sure that schools are not able to harass parents of such kids or refuse admission forms to them.
These forms were available online, at schools and at the offices of the deputy directors of the education department.
If a school refused to take a filled-up form, parents had the option of submitting it at the office of the deputy director.
This time, however, with different schools coming out with different dates for sale and submission of forms, there is no clarity as to how parents of children from the EWS category will manage to get forms to each school in time without the help of the directorate of education.
“We have been raising this point since the judgment regarding the guidelines came out. It was a positive step forward when the form submission was centralized. But with the directorate of education not saying anything on the schedule this time, a dilemma might arise. The High Court judgment was only regarding the 75% seats open for the general category and not for the seats reserved for the EWS category,” said Khagesh Jha, member, Social Jurist, an NGO that works in the field of education.
This, however, is not the only problem.
According to a circular issued by the HRD ministry, the final admission lists for EWS students should come out at the same time as that for the general category students.
“If schools set different schedules, it will be in violation of the guidelines put in place for students from EWS category,” Jha said.
DOE to approach Supreme Court
The state directorate of education is mulling knocking the doors of the Supreme Court against the high court’s verdict giving them a free hand in conducting nursery admissions.
According to sources, the directorate has decided to appeal the decision in the apex court to get the matter settled once and for all.

राजधानी के गैर सहायता प्राप्त स्कूलो में नर्सरी स्कूलों में एडमिशन प्रोसेस की डेट जो कि 20 दिसम्बर से तय की गई है, वह बदल सकती है। सूत्रों के मुताबिक शिक्षा निदेशालय अगले हफ्ते दाखिले की डेट्स को लेकर बैठक करने जा रहा है, जिसके तहत दाखिले की नई डेट्स घोषित होगी। संभावना है कि 20 के बाद या फिर एक जनवरी से प्रवेश प्रक्रिया शुरू हो सकती है। नर्सरी दाखिले को लेकर शिक्षा निदेशालय कोई अपर एज लिमिट तय नहीं करने वाला है। नर्सरी क्लासेज में दाखिले की एज तीन साल या इससे अधिक और केजी में दाखिले की न्यूनतम आयु 4 साल या इससे अधिक ही रहेगी। शिक्षा निदेशालय एज लिमिट को लेकर किसी तरह का बदलाव करने के मूड में नहीं है। बता दें कि राजधानी के गैर सहायता प्राप्त स्कूलों में नर्सरी दाखिले को लेकर एडमिशन शेडय़ूल व क्राईटेरिया स्कूलों की एक्शन कमेटी तैयार कर चुकी है। हालांकि गाइडलाइंस को एडवाजरी के तौर पर ही जारी किया था, जिसके तहत स्कूलों में एडमिशन प्रोसेस 20 दिसम्बर से 20 जनवरी तक तय किया हुआ है। इसके तहत स्कूलों को सलाह दी गई कि वह कम से कम 10 दिन तक आवेदन प्रक्रिया चलाएंगे और अधिकतम एक महीना। दिल्ली सरकार के प्रधान सचिव अनिंदो मजूमदार ने कहा कि हम दाखिले के शेडय़ूल पर अगले दो दिनो में बैठक कर फैसला लेंगे। उन्होंने बताया कि नर्सरी की उम्र को लेकर किसी तरह का बदलाव करने का विचार नहीं है। एक्शन कमेटी के सचिव भरत अरोड़ा ने कहा कि यदि शिक्षा निदेशालय शेडय़ूल तैयार करती है, तो इस बाबत एक्शन कमेटी बैठक कर फैसला करेगी। स्कूलों में सोमवार से दाखिले की क्राईटेरिया को तय करने की तैयारी हो जाएगी। संभवत: कुछ स्कूल अपनी क्राईटेरिया जारी कर सकते है।पीतमपुरा स्थित एमएम पब्लिक स्कूल के निदेशक सोमेश पाठक ने कहा कि हम एक्शन कमेटी की सलाह के हिसाब से चलेंगे और 20 दिसम्बर को एडमिशन प्रोसेस शुरू होंगे। एमएम पब्लिक स्कूल ने सबसे पहले तैयार की एडमिशन क्राईटेरिया : पीतमपुरा स्थित एमएम पब्लिक स्कूल ने सबसे पहले नर्सरी दाखिले की क्राईटेरिया तैयार कर ली है। स्कूल के निदेशक सोमेश पाठक ने बताया कि दाखिले में सर्वाधिक 50 प्वाइंट्स नेबरहुड के लिए रखे गए हैं। 0 से 12 किलोमीटर तक रहने वाले बच्चों को पूरे 50 प्वाइंट्स मिलेंगे, जिससे सभी को बराबर प्वाइंटस मिलें, चाहे बच्चा एक किलोमीटर के दायरे में हो या फिर 12 किलोमीटर। श्री पाठक ने बताया कि हमने सिबलिंग के 10 और एल्यूमनी के 10 प्वाइंट्स तय किए हैं। उन्होंने बताया कि गर्ल चाइल्ड के लिए 20 प्वाइंट्स तय किये हैं। साथ ही फस्र्ट चाइल्ड के लिए 10 प्वाइंट्स रखे हैं। यदि बच्ची फस्र्ट चाइल्ड है तो उसे पूरे 30 प्वाइंट्स मिल जाएंगे क्योंकि उसे गर्ल चाइल्ड के 20 प्वाइंट्स भी मिल जाएंगे।

Any idea when will the upper age notification out by DOE..it be easier to show it to schools

cannot say whether notice will come or not .as they were supposed to issue this circular in oct/nov.
