if we are not present at DOL and still our child (barring the impossible odds) wins the lottery, then also we will be on the first list, right ?

Yes, unless specified by school that it is mandatory to attend DOL.

yes as per doe law... if your child gets the lottery, ist a confirmed name for seat. cant be pulled away.
