Parents also slammed the involvement of Parent-Teacher Association (PTA) in the draw of lots. They said, "PTA body can monitor the functioning of the school, work for School Development Plan and ensure teacher accountability but instead it's really shocking that draw is done by the PTA body. PTA is set up to make the system transparent and in no way the school can allow it to draw lots to select candidates without parents' presence. Parents should oppose this act. It is totally an unfair system adopted by the school," said Lathaa Manavalan, a parent. "In many schools like Laxman Public School and many others, it is being done without the presence of parents for many years and and they justify it saying that they have done this in front of PTA which is unfair," added Vohra. However, parents also argued that it is not possible to be present in every school when the draw is conducted. "We have applied in eight to ten schools and there might be the possibility of clashes in terms of hour and time the lottery is conducted but schools should inform us about this," said a parent. The letter has suggested some points to be adopted during the lottery process like appointing observers while conducting lottery for General Category. (HT photo) Delhi high court’s order asking schools to let parents apply to nursery both ways — as per Delhi government’s distance criterion and school’s own parameters — may have prevented further delay in the process. But parents say they are more confused. They can now apply to 298 schools built on DDA land for their child’s admission but will know the method of selection only once the court decides on the matter. The Delhi government had ordered these schools to admit students on the basis of neighbourhood — for which guidelines were declared on January 7 — even as all other private schools initiated their admission process based on their own criteria on January 2. Though the schools on DDA land asked the court to stay the process, the court on Friday said it was passing the order to ensure that the admission was “not hampered” and added that scrutiny of the application forms would be subject to further orders. “Government can claim all they want that they are doing a great job by putting a check on private schools but the end result is only confusion. Why does the government wake up at last moment when they know schools will go in litigation and delay admission process,” said Shilpi Sharma, a resident of Janakpuri. As it is, many parents are still waiting for schools to start giving nursery admission forms even after four days of Delhi government’s announcement to start admission process on schools build on DDA land. “I want to apply to DPS Dwarka and Bal Bharti schools but online forms are not available. On DPS Dwarka website it is written the process to activate online form is still under process. The process is already late and now this new rule will make it more difficult,” said Chetan, a resident of Mohan Garden. Schools said they will have to upload forms as per HC’s order and it will take them a day or two. “Now we have to keep both our criteria as well the government criteria in the form. We need to test the form and upload it. It should be done by tomorrow,” said Ashok Pandey, principal Ahlcon International School. Experts said parents are more confused now because many had already filled the forms. “Now the parents are confused whether they have to fill all forms again because some had already filled forms,” said Sumit Vohra, who runs admissionnursery.com. For instance, the Apeejay School in Saket is giving 15 points to aspirants who are children or grandchildren of promoters, officer bearers, or members of board of governors of the school. According to the HC, schools cannot give preference to children whose parents or grandparents are significant, non-financial volunteers in the school. When contacted, the school authorities said the matter was under discussion. In a notification dated December 19, the HC had withheld 51 of 62 criteria, terming them unfair, unreasonable, and non-transparent. Similarly, Sneh International School in Nirman Vihar is screening students by taking into account the annual income of parents from all sources. Others like Venkateswar International School in Dwarka and DAV Pushpanjali School in Pitampura are also asking for information about parents' income. This criterion was also struck down by the HC, stating that parents seeking admission in a particular school are aware of the fee structure and are willing to pay. Going a step further, the Adarsh Kindergarten in Vikaspuri is not only asking about the monthly income of parents and their qualifications but is also questioning who whould be taking care of the child, if both parents are working. According to the notification issued by the Directorate of Education (DoE), the HC had stated that being a developing country, India did not have 100 per cent literacy rate, and giving weightage to parents' education would be unjust to students. The HC had also ruled that equal weightage should be given to all students, regardless of whether one or both parents are working. "Many schools are asking for parents' income, education, and profession, among other things, which have been withheld by the HC last year. Schools are clearly flouting the DoE guidelines. In case schools want to know about the profession or education of parents for record purposes, they can ask for them while confirming the admission. But asking for these details is clearly for the purpose of screening," said Sumit Vohra, Founder of the admissionnursery.com. Meanwhile, the HC has asked parents to fill up application forms of various schools based on the criteria set by them and as well as the Aam Aadmi Party (AAP) government. Parents of three-year-olds say they are keeping tabs on the criteria to prepare for the stiff 'competition' for a nursery seat. "I have been doing research on the best schools for my son. I have visited 16-17 schools in west Delhi to meet the teachers, see the facilities and check out the classrooms. I realized that several schools that I was keen on were not so welcoming. While schools like Springdales and Ahlcon International have already released their parameters, Delhi Public School, Vasant Valley School and Mother's International School are likely to come out with their admission criteria by January 1. "We will announce our admission criteria on January 1. Parents will be allowed to apply online with no registration fee," said D R Saini, principal, DPS R K Puram. Tagore International School at Vasant Vihar and East of Kailash will admit children on the basis of a draw of lots, while Bal Bharati School at Ganga Ram Hospital Marg, Amity International and Apeejay School have decided to allocate a fixed number of seats for alumni, sibling, neighbourhood besides other categories. New Delhi With nursery admissions set to start from January 2 next year, many schools have come out with interesting criteria for choosing candidates. Cambridge School, New Friends Colony, is awarding points to children whose parents hail from intercultural backgrounds. This, according to the school’s administrative officer, is part of the institution’s efforts to promote “cultural integration”. The school will also give extra points to children with special needs, as well as those who have physically challenged parents. Parents with special achievements will win five additional points for their children. Springdales School will give extra points to children belonging to minorities. The school’s admission notice reads: “In keeping with our ethos and objectives, we will embrace a diverse mix of children from different communities, religions, regions, and linguistic groups. Aspirants must provide authentic proof that they qualify to be minorities, as defined by authorised bodies such as the Minorities Commission.” The school will award the most points to people in the sibling (30) and alumni (25) criteria. This is still lower than last years’ 35 points awarded to children of the alumni. Also, first-born children will get 10 points at Springdales. Children, whose parents are serving in civil and allied services/armed forces, will get 20 points (10 for each parent) in DPS RK Puram. Even though many parents and some schools under the banner of the Delhi State Private Schools Management Association had written to the directorate, seeking scrapping of the sibling and alumni criteria, they figure prominently in the points’ breakdown of schools that have announced admissions so far. However, the number of points allotted to the criteria has come down, Sumit Vohra, founder of admissionsnursery.com, said. “Last year, schools were awarding anywhere between 25 and 35 points for each of these criteria.”> Schools such as St Mary’s and Mount Carmel are not giving any points to the girl child this year. Another school, however, will award eight points to the first-born girl child and 10 to the first-born boy. A particular school is offering five points for the adopted girl child, and two for the adopted boy. The parents want strict actions by the government against on complaints filed with DOE against schools for not following the government guidelines. Some of them include: Salwan Montessori allocated points for achievements/profession of parents(which amounts to be screening of parents that is banned under RTE.) Modern School Humayun Road and Vasant Vihar branch both did not disclose any point system for nursery admissions. Vivek Summit/ Kidsway did not follow a transparent admission process Bal Bharti (Rohini & Dwarka) had a non transparent draw of lots. Laxman Public School and many others conducted draw of lots in the absence of parents (in case of LPS candidates for lottery were more than 1000) K R Mangalam giving admissions to few parents with 70 points but others with 70 were not admitted (.Moreover on the parents on confronting the school authorities were told that it is a school management decision and they have to abide by it.) Indian school at Sadiq Nagar manipulated transfer points Many schools including the above have not published the breakup of allocated points for the applications received. Summerfields, K R Mangalam, Vivekanand and many other schools are giving admissions on first come first- come-first-serve basis· • Tagore International school has mentioned on its website that FEE ONCE PAID WILL NOT BE REFUNDED(Which is totally against DOE guidelines) and many other schools are doing the same, taking fee in cash and not giving the receipt. Doe should issue new circular for fee refund policy again immediately (Schools are giving excuses that there is no clarity/notification on fee refund policy this year) Further the parents want to propose a Centralised Point System with centralized admission process with following salient features: 1. There should be one common form which should be filled by all parents who are seeking admissions for their kids, online/offline. The form should have all the required details and a few preferred schools. 2. It should be submitted to the DOE or the any concerned impartial authority. 3. Based on the details given by parents, the authorities should assign schools to each child (each child should be given a choice of 4-5 schools to choose from). 4. After this list is out, the parents should choose any one school and submit the same. 5. Once the list is final, the schools should be sent the list of the students who have been admitted in their school. 6 Scrap Alumni Points( Against RTE as alumni is educated till 12th so profiling against uneducated under RTE ) 7 Transparency etc 8 .Strict action against all (schools which flout guidelines) 9. There should be a uniformity from sale of prospects to declaration of selected candidates. 10. Upper Limit of fees should by schools to be fixed. 11. Any guidelines should be analysed before implementation. 12. No child should be left out without admission.
