turn the clock backwards, in 2007 Delhi Govt. issued guidelines to schools on nursery admissions which listed some basic minimum parameters but also stated that ‘Schools can also fix additional parameters but are required to stipulate a point system for each criteria/parameter’ as long as the criteria are not discriminatory and these are approved by Directorate of Education. The original order further states that ‘The school shall adopt those parameters which are in the best interests of children and are in line with its own philosophy’. Hence as per the original order, if a school wants to induct children based on a particular criterion, it is free to do so. And that means if Sanskriti or Bluebells wants to give weightages to parents education and professional qualification, it is free to do so. However Honorable Education Minister Mr. Lovely’s interpretation of this ruling is highly debatable. As per his interpretation schools cannot give any weightages to parents’ professional qualifications or jobs as, in his eyes, that is discriminatory. But at the same time, he turns a blind eye when schools give weightages to the wards of the Govt. Employee. How has he arrived at this interpretation and why being a Govt. Employee is not discriminatory is anyone guess. However it is important to note this is only his own interpretation and not as per the original guideline. Another interesting aspect of the original ruling is that it clearly states that the ‘The school shall not change, alter or modify its approved admission criteria during the admission process in an academic session’. Most of the schools in Delhi have admitted to changing their admission criteria in last week on January due to Mr. Lovely’s last minute diktat causing a huge inconvenience to parents. Why is Mr. Lovely turning a blind eye to this flouting of original Govt. order is not surprising. It is clear that if flouting of his own Govt’s rule suits Mr. Lovely and his agenda then it is acceptable.…

Out of same, our kid's name has been shortlisted only in Father Agnel School.
The lists consists of 205 kids.
And there too, they have mentioned that DOL will be conducted.
We don't even know if he has been selected or is in waiting list as the list is silent on same.
We have to go for document verification on 19-Feb-18.
Distance is really not an issue as Father Agnel School is about 5-10 minutes walking distance from our home.
We are really skeptical and anxious about future course of action if not selected in this school too.
The said school was not our priority, but now has become a priority since it's the only school which has shortlisted our kid.
Kindly suggest future course of action.…

hy govt. employees gets extra weightage. Also, another criteria is transfer of parents esp. working overseas. It is surprising to know people who come from outside are given preference over people who live permanently within delhi.
I personally feel only 2 criterias are good - distance, sibling. All others appear weird.

Like u can see, I have also included my views pertaining to some schools, but that does not mean we will ignore those schools if our kid's name comes in the list.
We live near Green Park, Delhi.
I studied in Rajasthan. My husband has studied in Father Agnel School till Class 10, then he changed school, so won't be getting any Alumni points there. However, the school is also nearest to our home. So it will be a candidate in our priority list.
We don't care nor interested in glam-sham of a school.
I request you kindly suggest which ones are good or sort them in order of preference so we can make up our minds.

Subject: Denial of admission and conducting screening test for admission to children by Scottish High International School, K. R Mangalam school, Salwan Montessori school, Suncity school, Bluebells Public school (all in Gurgaon)
Sir/Madam,
I am directed to say that the National Commission for Protection of Child Rights (NCPCR) has been constituted under the provisions of the Commissions for Protection of Child Rights (CPCR) Act, 2005 for protection of child rights and other related matters. One of the functions assigned to the Commission under Section 13 (1)(j) of CPCR Act is to inquire into complaints and suo motu cognizance in relation to deprivation and violation of child rights.
2. The Commission has received a complaint (a copy of the complaint is enclosed) dated 29/08/2011 from Smt Vohra President. The gist of the complaint / allegation is as under:
"Denial of admission and conducting screening test for admission to children by Scottish High International School, K. R Mangalam school, Salwan Montessori school, Suncity school, Bluebells Public school (all in Gurgaon). The complaint is self explanatory which may kindly be perused."
3. After perusing the complaint, the Commission has taken cognizance of the matter and directed that the matter be referred to you for investigation/inquiry and report to the Commission.
4. You are accordingly requested to get the matter investigated and take further necessary action. A factual report, along with authenticated copies of the relevant documents, be sent to the Commission within 15 days of issue of this letter. The Report should indicate inter-alia the information on the following points :
Section 13 of Right of Children to Free and Compulsory Education Act 2009 states that no school or person shall, while admitting a child, collect any capitation fee and subject the child or his or her parents or guardian to any screening procedure. Any school or person, if in contravention of the provisions of sub-section (1), subjects a child to screening procedure, shall be punishable with fine which may extend to twenty- five thousand rupees for the first contravention and fifty thousand rupees for each subsequent contraventions.
Section 15 of RTE Act 2009 provides that a child shall be admitted in a school at the commencement of the academic year or within such extended period as may be prescribed: Provided that no child shall be denied admission if such admission is sought subsequent to the extended period: Provided further that any child admitted after the extended period shall complete his studies in such manner as may be prescribed by the appropriate Government.
Kindly look into the matter and provide necessary relief to the child in light of above mentioned provisions of the Act
Efforts should be made to educate concerned stakeholders on RTE Act
5. In case, any other Commission duly constituted under any law, has also taken up this matter with you or any other authority, a copy of their communication may also be furnished. 6. Please quote the number and date of this letter mentioned at the top while responding.
