Civil Lines, Delhi- 110054 Review /Modification on Fee Refund Policy by DOE Sir Earlier i had met Mr P Krishnamurthy ( Director of Education)on 9 feb 2011 and highlighted many issues and one of them was that many schools were misleading the parents by saying as there was no fresh fee refund policy issued that year ,so fee was not refundable .It was kind of him to issue a new fee refund policy within two days dated 11 feb 2011(Circular attached) .As all schools are aware in absence of new Govt Notification ..the last one is valid but some were not ready to refund the fees. Now coming to my point In previous years ( till 2 years back) All the Schools had to come with their first list + waiting list on 1st Feb and second list by 28 Feb ( or within one month) so as per DOE fee refund policy things were more or less smooth ( exceptions are are always there) in which if parent wanted to withdrew, Schools could only deduct Admission fees + Registration Fees + one month tution Fees and refund the balance. But now as per DOE guidelines last date of displaying First list + Waiting is 15 Feb , that means Schools can come any time with the results before that and But DOE DOES NOT MENTION ABOUT FEE REFUND IF PARENT WITHDRAWS HIS WARD AFTER ONE MONTH in its fee refund policy. Many Established Schools are coming out with the First list and most of them give 2-4 days time to deposit the fees. Please find the list below of some prominent schools coming with first list from 3rd week of Jan onwards . Our concern is if any parents deposit the fees, as any parent would in the first school their ward gets selected.In case they want to withdraw the child after getting selected in second list ( on 28 Feb or third list that keeps coming in most sought after schools in till march end) , how they would get refund as per DOE fee refund policy.As DOE circular only mention of fee refund if applied for withdrawal within one month of deposit of fees. What we will suggest is that the duration of fee refund policy should be increased from one month to two months and keeping in mind that school don't loose money, schools can deduct tution money of two months (rest components remain same)if parents withdraws their ward after two months but only of one month if they withdraw after one month respectively. Or any policy from your side which solves the purpose. शुरू कर दी है। एक से 15 जनवरी के बीच अंजाम दी जाने वाली आवेदन प्रक्रिया के तहत स्कूलों की ओर से निर्धारित तिथि और पहले आओ पहले पाओ के फॉमूले पर कड़ा रवैया आपनाते हुए शिक्षा निदेशालय ने साफ कर दिया है कि आवेदन प्रक्रिया के तहत आगामी 15 जनवरी तक अभिभावकों को फॉर्म उपलब्ध करा दिए जाएं।
इसके साथ ही, शिक्षा निदेशालय ने चेतावनी दी है कि इसका पालन नहीं करने वाले स्कूल की समूची दाखिला प्रक्रिया को ही रद्द कर दिया जाएगा।
अस्सिटेंट डॉयरेक्टर ऑफ एजुकेशन की ओर से पब्लिक स्कूलों को जारी इस फरमान में साफ किया गया है कि निदेशालय की ओर से घोषित दाखिला कार्यक्रम के तहत स्कूलों को 15 जनवरी तक आवेदन प्रक्रिया अंजाम देने के लिए कहा गया था, लेकिन स्कूल अपनी-अपनी तरह से इसका पालन करने से बच रहे हैं। निदेशालय की ओर से जारी आदेश में खासतौर पर कुछ स्कूलों की पहले आओ पहले पाओ की नीति पर ऐतराज जताया गया है।
निदेशालय की ओर से जारी जानकारी के अनुसार स्कूलों को आवेदन फॉर्म आगामी 15 जनवरी तक उपलब्ध कराने होंगे। इतना ही नहीं, अभिभावकों की सहूलियत को देखते हुए निदेशालय ने स्कूलों को सुझाव दिया है कि वे अपने आवेदन फॉर्म वेबसाइट पर उपलब्ध कराएं, ताकि अभिभावक उन्हें डाउनलोड कर आवेदन कर सकें।
निदेशालय के इस फरमान से राजधानी के उन स्कूलों को करार झटका लगा है जो अपनी तरह से आवेदन प्रक्रिया को अंजाम दे रहे थे। इनमें सबसे बड़ा झटका कैलाश कॉलोनी के समरफील्ड स्कूल को लगा है जो पहले आओ पहले पाओं की नीति पर इस प्रक्रिया को अंजाम दे रहा था। इसी तरह, इस फरमान के बाद पांच जनवरी यानी, बुधवार को आवेदन प्रक्रिया बंद कर रहे फेथ अकेडमी स्कूल प्रसाद नगर, स्प्रिंगडेल्स स्कूल पूसारोड व कीर्ति नगर (जहां आवेदन फॉर्म तीन से 10 जनवरी तक उपलब्ध थे) को अपनी प्रक्रिया में बदलाव करना होगा।
इस बाबत जब स्प्रिंगडेल्स स्कूल, पूसा रोड की प्रिंसिपल अमिता मूला वॉटल से पूछा गया तो उनका कहना था कि यदि निदेशालय की ओर से दाखिला प्रक्रिया को लेकर कोई आदेश दिया गया है तो उसे स्कूल पहुंचते ही लागू कर दिया जाएगा। स्कूलों की ओर से आवेदन प्रक्रिया को लेकर जारी मनमानी पर निदेशालय की ओर से आए इस फरमान के बाद कहीं न कहीं उन अभिभावकों के लिए राहत का मार्ग प्रशस्त हुआ है जो स्कूलों की अलग-अलग तिथियों को लेकर परेशान थे।

Despite their best efforts — some parents hedged their bets and applied to as many as 15 schools — the hours of patient legwork and filling out forms have failed to bear fruit.
Consequently, they are left with no other option but to keep their kids in the neighbourhood playschool for another year and hope for a better result during the next admission cycle.
MAIL TODAY profiles three couples who tried to improve their odds — by applying to 10 or more schools — and still found themselves short on points.
BITTER PILL TO SWALLOW
SHE LEFT no stone unturned and applied to 14 schools for her son’s admission to nursery. “ But even that wasn’t enough,” said Sushma Bhardwaj ( 33), a resident of Saket, who runs her own digital marketing firm.
On February 1, she discovered that her son Aryan had not been selected anywhere — even though her selection of schools was a mix of sought- after and not- so- popular institutions and were all within 5 km of her house.
“ My elder daughter’s admission to nursery, about six years ago, was a cakewalk. We applied to just three schools then and she was selected. This time I anticipated serious competition and applied to more schools. I was shocked to see the results,” Bhardwaj said.
The gruelling and unfruitful experience has left her bitter and hopeless. Left with little option, Bhardwaj will keep her son in the neighbourhood playschool for another year. “ It’s such experiences that push parents to use unfair means for admission,” she said

LET DOWN BY SYSTEMIC FLAWS
SANJAY Mahajan ( 37) is upset with the Delhi government for overlooking the obvious flaws in the points system.
“ Is it my fault that my child is a boy? Or that I don’t have a transferable job? Or that I haven’t studied in 10 different schools to improve his chances of admission? The schools’ admission policy definitely makes it seem so,” said the Lajpat Nagar resident and father of a three- year- old.
Mahajan had applied to 11 schools, but couldn’t secure admission for his son Shreyas in any of them as different quotas and categories such as EWS, sibling, alumni and girl child had cornered most of the general seats.

UNLUCKY TWICE OVER
NEHAL Rizvi, unlike most parents, was all- too- familiar with the admission grind. This year, after all, was his second attempt at securing admission to a formal school for his daughter Shifa Fatima.
But he clearly did not expect to be unlucky a second time.
“ Shifa is already four years old. Next year, when I try again, she’ll have turned five. I am completely at a loss and have no idea what I should do now,” said Rizvi ( 36), who is a software quality engineer and a resident of Jamia Nagar.
As an applicant, Shifa scored points only under the neighbourhood criterion in most of the 10 schools that her father had applied to.
“ There is no room for candidates who actually qualify under the general criteria.
Our children, too, deserve to go to a good school and should not be judged on whether they have a sibling studying in the school already or if their parent is an alumnus of the school,” he said.
For now, Rizvi plans to admit his daughter to a small local school in his area and then try for admission to Class I next year.
“ This school barely has facilties and functions out of just one building, but I have no choice other than to admit her there for now,” he added.

economically weaker sections and another 20% set aside under management
quota, children who come from the general category will fight for the
remaining seats. Not just that, some schools have seats reserved for
staff. Siblings and children of alumni also get a preference. Parents of
children who don’t belong to any of these categories will have
sleepless nights. Here are some telling figures: DPS East of Kailash has just 90 general seats out of a total 180. Forty-five are earmarked
for EWS and 36 for the management quota. If the child has a sibling at
the school, he/she starts with an advantage of 26 points. And if the
child’s parent happens to be an alumnus, he/she has a 24-point head
start. At Springdales, Pusa Road, 52 seats go to the general category out of 102. Vasant Valley has 46 general seats out of 90. ‘Opening new schools is the only way out’ New
Delhi: Most schools in the city are only offering half the total number
of nursery seats to general category students. The figures are quite
startling at DPS Rohini where 50% of the 140 seats will be up for grabs
in the general category. These 70 seats will be equally divided in two
categories — siblings and others. The breakup
posted on the school website says only 35 seats will be left for the
‘others’. The principal of the school was not available for comment. “This
was bound to happen as 25% seats straightaway go to the EWS category.
Parents should accept this as poor children don’t deserve poor schools.
We should give them an equal opportunity. Besides the EWS quota, we have
set aside 15% for the management, even though the Directorate of
Education (DoE) has allowed up to 20%,” said Ameeta Mulla Wattal,
principal, Springdales School, Pusa Road. Delhi schools have
anyway been reserving 10-15% seats for EWS under orders from Delhi
government. With RTE being implemented from this year, this EWS quota
has gone up to 25%. D K Bedi, principal, Apeejay School,
Pitampura, explained, “We used to reserve 10% seats for EWS till last
year and 5% for staff children. But this time, only EWS reservation is
25%. We can’t increase total strength in the existing building. Opening
new schools is the only way forward.”

Many
young parents started their new year with the big challenge of finding a
nursery seat for their three-year-olds in at least one of the 1950-odd
schools in the city. As the ‘great nursery admission rush’ began on
Saturday, parents were there at the school counters early in the
morning. Most of them wanted to utilize the first day of the year — for
many it was a holiday — to buy admission forms for as many schools as
possible. They admitted that the availability of online forms of many
schools had made their lives a little easier. Ravi Jain from
Chandni Chowk, who set out with his wife and three-year-old son in the
morning, had aimed at covering at least six schools on the first day. He
had also made a list of 24 schools, along with their locations and
important dates, to help him in his recce. His wife, Anita, said, “We
hope to buy forms from all schools in central Delhi. We will have to
apply in at least six or seven schools to have good chances for our
son’s admission.” She added as
she came out of a school at Humayun Road after buying the form, “I hope
we can secure admission for our child in a good school.” Another
parent, Ahmed from Daryaganj, said he and his wife were planning to
take a couple of days off from work. “Thankfully, many schools have
online forms this year. We
will take a few days’ leave. My wife will buy the forms and I will go
and submit them,” he said. For many parents, Saturday was a tough day
after partying the previous night. “We didn’t have an option but to
start our day early. There was a long queue in the morning even though
there are two weeks to go before the sale of forms gets over,” said
Sonia, who had been waiting outside a well-known school in Vikaspuri for
over 30 minutes and was still far from the counter. The first day
largely passed smoothly though some parents at Summerfields School in
Kailash Colony claimed the school ran out of forms. In fact, the school
is offering limited number of forms at first-come-first-served basis.
However, school principal Rema Alex Daniel denied that the forms got
exhausted on Day 1. “This is just a rumour. In fact, we gave out forms
till 2pm even though the timing was from 9am to 1pm. We sold 393 on the first day,” she said. She
added that the school had planned to give out nearly 2,000 forms this
season because the number of seats available is only 169. So, what if
all the forms get sold out before January 15 — the last date for sale of
forms as per the directorate of education? “Then we might not print
more forms. We don’t want parents to later complain as to why we gave
out so many forms when we didn’t have enough seats,” she replied.
However, Sumit Vohra, founder of an online forum for parents,
complained, “How can they stop giving the forms before the last date?

VOICING ANGUISH Parents in black, see red on flaws Education Director Admits Loopholes In Nursery Admissions, To Rethink TIMES NEWS NETWORK New Delhi:For the first time in the history of nursery admissions in the city, parents came out on the roads to protest against violations by schools and the serious crunch of seats in the general category. Dressed in black, these harried parents showed up outside the office of the directorate of education on Wednesday evening. They also submitted a memorandum to the education director. Soon after, the directorate issued a circular to schools stating that if any seats remain vacant in any category (mostly alumni and sibling) except the EWS, they should be declared as open for others who have not been successful in getting admission earlier. The education director, P Krishnamurthy, also admitted the nursery admissions this year turned out to be a learning experience for them especially after the implementation of the right to education and the 25% quota for the economically weaker section. “We will now have to look at how much is set aside in every category for nursery admissions. Schools have the freedom to fix their own criteria but we try to keep the system transparent. We will learn from this experience,” he said. According to him, schools which had kept categories for sibling, alumni and others will have to open the vacant seats for those in waiting. He also said the number of general seats had shrunk but the directorate had not stopped private schools from increasing their total number of seats to accommodate this quota. “We are also collecting details from all unrecognized schools so that we can know their number and about their infrastructure to consider relaxing the norms for recognition. That will create more options for parents,” Krishnamurthy said.

निदेशालय पर फूटा पैरंट्स का गुस्सा10 Feb 2011, 0400 hrs IST http://navbharattimes.indiatimes.com/articleshow/7 462487.cmsप्रमुख संवाददाता ॥ नई दिल्लीशिक्षा निदेशालय पर बुधवार की सुबह पैरंट्स की भीड़ जुटी थी। नर्सरी एडमिशन की प्रक्रिया में स्कूलों की मनमानी के खिलाफ प्रदर्शन करने पहुंचे पैरंट्स सरकार से काफी नाराज दिख रहे थे। पोस्टर बैनर लिए हुए पैरंट्स यही सवाल कर रहे थे कि वे अपने बच्चों को अब कहां पर पढ़ाएं? पैरंट्स का प्रतिनिधिमंडल शिक्षा निदेशक से भी मिला और उन्हें स्कूलों की मनमानी की जानकारी भी दी। शिक्षा निदेशक ने पैरंट्स को उचित कार्रवाई करने का आश्वासन देते हुए कहा कि नियमों का उल्लंघन करने वाले स्कूलों को नोटिस जारी किया जाएगा।प्रदर्शन करने वालों में शामिल पैरंट्स ने सिबलिंग व एलुमनी कैटिगरी के पॉइंट खत्म करने की मांग की और कहा कि नर्सरी एडमिशन में यह खानदानी सिस्टम बंद होना चाहिए। पैरंट्स ने कहा कि अब उनके सामने दिल्ली छोड़कर जाने के अलावा कोई रास्ता नहीं है और एनसीआर के स्कूलों में ही अपने बच्चों का एडमिशन करवाना पड़ेगा। शिक्षा निदेशक से मिलने वाले प्रतिनिधिमंडल में शामिल एडमिशन नर्सरी डॉट कॉम के फाउंडर सुमित वोहरा ने कहा कि पैरंट्स की ओर से सौंपे गए ज्ञापन में मॉडर्न स्कूल, लक्ष्मण पब्लिक स्कूल, इंडियन स्कूल समेत कई स्कूलों के मनमाने फैसलों के बारे में बताया गया। उन्होंने कहा कि शिक्षा निदेशक ने स्कूलों को नोटिस जारी करने का आश्वासन दिया है।वहीं ऐसे पैरंट्स भी थे, जो शिक्षा निदेशक के जवाब से संतुष्ट नहीं थे। प्रमोद कुमार ने बताया कि वे नोएडा में सर्विस करते हैं और अब वहीं पर किराये का मकान लेंगे ताकि बच्चे का एडमिशन वहां हो जाए। वह कहते हैं कि सरकारी स्कूलों का हाल इतना अच्छा नहीं है कि हम अपने बच्चों को वहां पर पढ़ाएं और सरकार पब्लिक स्कूलों की मनमानी रोकने में नाकाम है। ऐसे में पैरंट्स के सामने दिल्ली छोड़कर जाने के अलावा कोई रास्ता नहीं बचा है।
