NEW DELHI: The nursery admission mess has not just created mistrust between parents and the authorities. It has also soured relations between parents.

The latest PIL against including alumni and sibling points in the nursery admission guidelines has created two factions — one against and one for it, at least for now.

“It is too late in the day for yet another PIL. The guidelines were announced on December 18. Why did these parents not protest against the alumni and sibling points at that time? Any problems that they now have should be addressed in next year’s guidelines,” said a parent, who did not want to be named.

“My daughter has got admission through the alumni points. Every parent wants their child to go to the same school as them. Even if others don’t agree with this, they have to agree with it being too late to cancel all admissions after we have been assured of a seat,” she added.

Some parents applied only in a couple of schools as they were sure that they would get admission in the school of their choice.

“I applied to a school where I studied and where my elder daughter studies. That gives me 95 points out of 95. I did not need to apply to any other school as I was sure I would get admission here. Now all of that seems to be a waste because the guidelines may change,” said Ketan Adhikari, a parent who lives in east Delhi.

Heated discussions between parents can be observed on online admission guidance portals, with passions running high.

The nursery admission process in the city is yet to take off with the Delhi High Court staying the process till March 24.

The High today pulled up the city government for not taking steps to ensure that three per cent seats be kept vacant in nursery classes for kids with disabilities.

Taking serious note of non-implementation of its earlier orders, a bench of justices S Ravindra Bhat and R V Easwar asked the Delhi government, through its counsel Zubeda Begum, to implement them "forthwith".

The bench also directed the city government to file an affidavit indicating the steps taken by it to implement the orders of the court while giving a warning to it not to take the issue "lightly".

The court said if no circular, communicating its decision to the schools, is issued by the next date of hearing, the Principal Secretary concerned be present before it and posted the matter to March 28.

"Don't take it lightly. By not doing so (issuing the circular), you have rendered our decision infructuous. How will you ensure that three per cent quota is set aside once the stay on admissions is lifted? How will the schools know about our order? Who will be responsible?

"What are you waiting for? What are you scared of?" the bench asked when Zubeda Begum submitted that no harm has been done by non-issuance of the circular as admissions to nursery class have been stayed by the court.

The bench had on February 26 and March 12 ordered three per cent seats be kept vacant for disabled kids which would be filled subject to the outcome of the petition.

The court was today informed about non-issuance of the circular to communicate its decision to the schools by the petitioner Pramod Arora's counsel Anshumaan Sahni.

Arora has challenged the Lt Governor's nursery admission guidelines to the extent it clubs disabled children with kids from (EWS).

I think we should not wait while closing our eyes thinking that lion will come but will not eat me.

I request all the parents who support that Sibling and Alumni points shall not be changed, should come together today itself.  Take the decision and shall be taking necessary action before Monday.

Else, we will be seeing that Lion came and all parents with closed eyes have been eaten up.

Yes Sheeba, while accepting the PIL against SIbling & Alumni, the Hon'ble single bench judge said "You are expanding the things". We are of the opinion that there would not be any changes in the process. Actually the bench want to see whether everything is going on in the schools as per the orders issued. Likewise, whether 3% seats are being given to Disabled children under EWS Quota etc. Second instance, as per new orders only Fresh DOL will be held of equal points whreas few schools were doing fresh DOL of Girl Quota also. Hence, feeling is that to keep a check on schools that they are working as per given orders.

even i agree with Dr Samar There is no point in giving extra points to transfer cases in the beginning of the year,if it was a mid term admission it makes sense to give extra credit to a child who has not even settled in the new place & finds it difficult to get an admission.Also I think alumni & Sibling points are justified as its the alumni's that a school get its reputation so at least some benefits they deserve Secondly for a sibling case parents definitely want that both their kids should go to one school as its more convenient for them.Also a very important point is that If a child is getting TC points in 1 school he gets it in every other school where as Alumni & Sibling get it only in 1 school.So guys lets hope for the best let the court decide what is best for our kids.Also neither i am a Sibling Case neither my kid got thru the school of which i am an Alumni.

You could follow any system still there would be children without seats, as the number of seats are far less than the applicants...but only in select handful of schools.

There are schools where you can get admission, they have seats and are even advertising that in newspapers,even on this forum's home page you can see those ads.

But everyone wants admission in the 15-20 schools who have a big name and reputation.

Can anyone tell me how did these big schools manage to get the reputation they have today? 

The ex students of the school who performed well over the years have a big role too in making of the reputation of that school by their hard work and getting good results and pride to the school and its so selfish to say that those ex students who are now parents and had spent 14 years of their lives in that school do not have the right of getting those 5 points extra for their contribution .

Common guys .... we have to make adjustments not arguments , its a misconception there are lots of schools out there.

I'm a DPS mathura road alumni but i got my son admitted to mayoor school in noida without a problem in minutes just to avoid this non sense thats going on in delhi.

Earlier the court and doe has no data to take decision. Now the Court has asked for the admission data from DOE things can differ/change. Transfer points were there for last few years but the Court asked the justification for having the transfer points, after this the transfer points were scrapped. So you never know.. what is going to happen

@Samar, I think you are talking about some specific schools like DPS VK or mathura road who were TC & Alumni in waiting list. As per my understanding many schools did draw for 70 pointers for 5-50 seats. I was giving my views from that perspective.

Also, I am regularly visiting forum and I am staying in north Delhi. So have update schools of North Delhi itself. There are very few schools which was completely filled with 75+ points.

@Vikas, there were so few seats vacant even after scrapping the TC was because all the vacated seats were first filled up by the waiting alumni, then the remaining seats were decided by the draw for 70 pointers!! that doesn't mean there were only 10-20 TC. many were genuine, many were fake but as the court asked "what was the logic to give them extra 5 points" TC were never justified!!

@Kanika, Agreed with you. Court should order for strict verification of TC. Take data every school shows that they have only 10-20 Transfer cases. Earlier everyone was saying there was so many transfer cases. Either there were manipulations in applications or in real TCs are less.

I have seen around 20-25 schools which announced redraw earlier but only for 10-20 vacant seats. There may be good solution to resume all TCs and schools should go for strict verifications.

Status will resume as on 26th Feb.

Hon'ble CJ while entertaining alumni /sibling case clearly said to the lawyer " u r extending the matter " so guys pls keep patience ... I have lot of faith on judiciary ... Judges have though kept the matter to be heard on 24 ... However to my experience nothing will happen to alumni/ sibling points as it's the process going on and criteria cannot be change in between ... So hope for the best

No body had apathy when TC lost their points, if TC loose their point then alumni and siblings should also loose points else status as per 26th Feb.
