Nursery admissions: Parents confused after HC order on application forms

Delhi high court’s order asking schools to let parents apply to nursery both ways — as per Delhi government’s distance criterion and school’s own parameters — may have prevented further delay in the process. But parents say they are more confused.

They can now apply to 298 schools built on DDA land for their child’s admission but will know the method of selection only once the court decides on the matter.

The Delhi government had ordered these schools to admit students on the basis of neighbourhood — for which guidelines were declared on January 7 — even as all other private schools initiated their admission process based on their own criteria on January 2.

Though the schools on DDA land asked the court to stay the process, the court on Friday said it was passing the order to ensure that the admission was “not hampered” and added that scrutiny of the application forms would be subject to further orders.

“Government can claim all they want that they are doing a great job by putting a check on private schools but the end result is only confusion. Why does the government wake up at last moment when they know schools will go in litigation and delay admission process,” said Shilpi Sharma, a resident of Janakpuri.

As it is, many parents are still waiting for schools to start giving nursery admission forms even after four days of Delhi government’s announcement to start admission process on schools build on DDA land.

“I want to apply to DPS Dwarka and Bal Bharti schools but online forms are not available. On DPS Dwarka website it is written the process to activate online form is still under process. The process is already late and now this new rule will make it more difficult,” said Chetan, a resident of Mohan Garden.

Schools said they will have to upload forms as per HC’s order and it will take them a day or two. “Now we have to keep both our criteria as well the government criteria in the form. We need to test the form and upload it. It should be done by tomorrow,” said Ashok Pandey, principal Ahlcon International School.

Experts said parents are more confused now because many had already filled the forms. “Now the parents are confused whether they have to fill all forms again because some had already filled forms,” said Sumit Vohra, who runs admissionnursery.com.

Leaving parents more confounded by each passing day, several schools in the city are flouting the rules for nursery admissions by according points for clauses that were struck down by the Delhi High Court.

For instance, the Apeejay School in Saket is giving 15 points to aspirants who are children or grandchildren of promoters, officer bearers, or members of board of governors of the school. According to the HC, schools cannot give preference to children whose parents or grandparents are significant, non-financial volunteers in the school. When contacted, the school authorities said the matter was under discussion.

In a notification dated December 19, the HC had withheld 51 of 62 criteria, terming them unfair, unreasonable, and non-transparent.

Similarly, Sneh International School in Nirman Vihar is screening students by taking into account the annual income of parents from all sources. Others like Venkateswar International School in Dwarka and DAV Pushpanjali School in Pitampura are also asking for information about parents' income.

This criterion was also struck down by the HC, stating that parents seeking admission in a particular school are aware of the fee structure and are willing to pay.

Going a step further, the Adarsh Kindergarten in Vikaspuri is not only asking about the monthly income of parents and their qualifications but is also questioning who whould be taking care of the child, if both parents are working.

According to the notification issued by the Directorate of Education (DoE), the HC had stated that being a developing country, India did not have 100 per cent literacy rate, and giving weightage to parents' education would be unjust to students. The HC had also ruled that equal weightage should be given to all students, regardless of whether one or both parents are working.

"Many schools are asking for parents' income, education, and profession, among other things, which have been withheld by the HC last year. Schools are clearly flouting the DoE guidelines. In case schools want to know about the profession or education of parents for record purposes, they can ask for them while confirming the admission. But asking for these details is clearly for the purpose of screening," said Sumit Vohra, Founder of the admissionnursery.com.

Meanwhile, the HC has asked parents to fill up application forms of various schools based on the criteria set by them and as well as the Aam Aadmi Party (AAP) government. The court said the order was to ensure that the admission process was "not hampered", and added that the scrutiny of application forms would be subject to further orders.

Hi Sakshi,

Some schools are asking for doctor certificate and Affidavit of First Born Child... will the photocopies do. or i have to attach the originals with the forms

Doctor original certificate at the time of of confirm admission.
Affidavit generally in original at the time of applying but last year few accepted zerox so school specific.
Hi sakshi, I am confused on the attestation of photocopy required ....some forms say self attestation other say attestation.....is the attestation by external party and by whom

Hi Sakshi, I have already filled forms in some schools Do I need to re fill and submit the form? If yes, hope schools will not reject my application as it will be duplicate in their data!! Plz advise..

As per HC orders no form can be rejected. I think doe will issue guidelines else schools will.no worries.
Thanks for quick revert Sakshi.. It I should go ahead and resubmit the form or should I wait for day or two?? I dont think any school has updated their form considering HC guidance as of and u will be done by Monday Tuesday only.. What say??
