New Delhi: What parents think of the new batch of guidelines depends almost entirely on where they stay. With the largest chunk of points going to the neighbourhood criterion — 70 out of the total 100 — those living in areas where there’s an abundance of schools are welcoming the guidelines and those in areas without enough ‘popular’ schools are disappointed.
    Radiologist Sujeet Datar, seeking admission for his daughter will not even have to try for the girls’ quota. “It’s a good thing that distance is being given the maximum weightage. The school I’m interested in is within 6km from my house, I’m an alumni and already have a child enrolled there. We’re getting 95 points already,” he says.
    Others in areas with fewer schools aren’t so happy. “What about the areas which don’t have schools within the radius of 6km. Since I am residing in Naraina, I don’t see any options for my daughter except the schools in Naraina. These are not good guidelines for us
for sure,” writes a parent on admissionsnursery.com, a website to track nursery admissions. “Places like Sarita Vihar, Chattarpur and other parts have no ‘branded’ schools closeby. Parents from there are unhappy,” says site’s owner Sumit Vohra.
    “I am residing at Janakpuri. My elder son is in a Vasant Kunj school. I wanted to get my younger son in the
same school but it seems impossible now,” says a parent. “I am staying in Chattarpur and I don’t have any school in 6km radius. So what are my chances? Do I need to go to Gurgaon for admission? Or has the government made some provision for people like us?” wonders yet another.
    Now all parents residing within 6km, Vohra adds, will get equal
treatment and the same set of points as those living, say, within a kilometer. Earlier, many schools would assign different sets of points for different distances. The other significant change, one that Vohra  been fighting for, is the reduction in points allocated to children alumni — a category that claimed anywhere between five and 40 points last year.

New Delhi: Those seeking nursery admission for their daughters are in a particularly good position this year. Now 5% of total nursery seats in private unaided schools will be reserved for girls, and will be filled through a draw-of-lots “out of all registered girl applicants residing within 6km”.
    While some parents and schools have welcomed this move, authorities of schools with already healthy sex ratios in classrooms are wondering how a separate quota will help.
    “With these 5% seats being filled through lottery,
many parents will get a chance to send their daughters to schools,” says Sumit Vohra of admissionsnursery.com. But “once again, the boys are getting left behind” in the system, he adds.
    Mamta Bhatt, head of
corporate communications at Rockland Hospitals questions this ‘bias’. “This is injustice. Is it a crime that our first and only child is a boy? As a child to parents who studied outside Delhi, my son will not get any points for alumni and sibling. And to add to our woes, there will be 5% quota for girls?” she says.
    Earlier, many schools would allocate points — typically 5 though there was the odd one assigning as many as 20 to a girl child. Jyoti Bose, principal, Springdales, Dhaula Kuan accepts this measure saying, “The sex-ratio in south Delhi is skewed and female foeticide
is also highest in this area.”
    But other principals wonder how this means a step forward for their specific institutions. “In schools like ours, the clientele don’t differentiate between boys and girls,” argues Madhulika Sen, principal, Tagore International School, Vasant Vihar, “So this is very unfair to the citizens. Within 10km radius of my school, there are seven girls’ schools already. This is flawed.”
    Tania Joshi, principal of The Indian School, isn’t against this provision either but argues that such measures are “more appropriate for government schools.”

New Delhi: Making radical changes that completely take away discretionary powers from private-unaided schools, lieutenant governor Najeeb Jung late on Wednesday released nursery admission norms for 2014-15 that abolish the 20% management quota and virtually ensure that schools would only admit children living within a radius of 6km.
    Under the new guidelines, 70 points out of 100 in the open category seats

have been assigned to the ‘neighbourhood’ head, giving candidates who live up to 6km away from the school an unbeatable advantage over others. Kids who have a sibling studying in the school will get 20 points and five points each have been reserved for girls and wards of alumni.
    The admission process will begin from January 15, 2014, a fortnight later than last year.
    Schools are likely to protest against the new norms. “I don’t think this will go down well with private schools. Nursery ad
missions have been messed up. The modalities will be difficult to implement. We (private schools) will get together,” said Jyoti Bose, principal, Springdales, Dhaula Kuan.
    Jung has divided the total seats into categories beyond the standard 25% for economically weaker sections and disadvantaged groups. He has reserved 5% seats for staff children and another 5% for girls (in coeducational schools). The remaining 65% are ‘open seats’ for the general category.

North, west Delhi at a disadvantage
With the government fixing both the criteria and points distribution for nursery admissions, children living in west and north will be at a disadvantage because these areas have far fewer schools that are considered ‘good’.
    Reacting quickly, the National Progressive Schools Conference (NPSC) has called an “emergent meeting of the executive along with the former chairperson and life-members” on Thursday. “We would take a stand on the new norms at the meeting,” said NPSC chairperson Ameeta Mulla Wattal.

    Minority schools, in which the 25% economically weaker section reservation is not mandatory, have been reminded that they need to reserve 20% for EWS if they have been allotted land by government agencies.
    Also, schools “set up for specific government services like armed forces, para
military forces, central services, all India services… shall have the right to reserve seats for the wards”. This means schools such as Sanskriti as well as convent schools would continue to have the right to reserve seats under special categories.
    The process for nursery admissions has been a matter of much litigation over the last few years. In 2007, and again in 2010, lawyer-activist group Social Jurist had challenged in court the government’s decision to allow schools to choose categories and assign points.
    The lieutenant governor’s guidelines released on Wednesday incorporates much of what Social Jurist was demanding.
    “We welcome this order issued by lieutenant governor where children from neighbourhood get their right to education in a real sense for the first time. The guideline is based on pointsystem but neighbourhood is the decisive factor and the right of children in the
neighborhood can’t be violated by the school management. Of course, we have to see the practical problems once the order is implemented,” Social Jurist’s Khagesh Jha said in a statement

NEW DELHI: Giving parents something to cheer about ahead of the highly competitive nursery admission season, massive changes in guidelines were announced on Wednesday, including the removal of management quota.

Till last year, schools could reserve 20% of their seats as management quota, whereby admission was granted on the discretion of school authorities, usually on payment of a “donation” or on some sort of recommendation.

The other big change is that the points system will remain the same for all schools, with the neighbourhood criterion getting maximum points (70), followed by sibling criterion (20) and alumni parents and inter-state transfer cases (5 points each). The criteria and points have been decided by the government beforehand and all schools will have to follow it.

Under the new guidelines, firmed up by the lieutenant governor, co-educational schools must reserve 5% seats for girls. The 25% quota for the economically weaker section stays in place.

The guidelines effectively rule out admission to students who live more than 6 km away from the school. They also spell good news to parents who aren’t from the city — earlier, the scales were tipped heavily in favour of alumni parents who got 20-30 alumni points — or those who have older children studying in the same school

The loss of autonomy in deciding the points’ criteria and the abolishment of the management quota have hit the institutions hard.

This is for the first time that such sweeping changes have been made in the guidelines and schools have been asked to tow the line for almost everything.

Heads of institutions, however, made guarded statements about the changes.

“We have called an emergent meeting of the National Progressive School Conference and the matter will be discussed in detail,” said Ameeta Wattal, chairperson of the organisation.

A large number of schools in the city are part of NPSC.

“The new guidelines miss out on a lot of aspects that are part of the Right to Education Act,” said Ashok Pandey, principal, Ahlcon International School, Mayur Vihar.

A number of principals, however, made statements against the guidelines on condition of anonymity.

“The guidelines ignore the fact that the six-kilometre radius is huge. They should have allowed for staggered points for the neighbourhood category, where students who fall within a one-kilometer radius gat maximum points whereas those who fall in the six-kilometer radius get the least points,” said the principal of a leading school.

A number of them lashed out against the trashing of the management quota.

“T he government has imposed a 25% EWS quota on us and it is not giving us the option to save some seats for the management’s discretion. We are private unaided bodies and some autonomy should be given to us. These guidelines are completely unfair to schools,” said a principal of a leading south Delhi School.

The guidelines, however, got good response from parents.

“Parents are very happy, especially with the alumni points being reduced. We had demanded this a number of times,” said Sumit Vohra, founder, admissionsnursery.com, a portal for parents.

NEW DELHI: Changes in the nursery admission guidelines will turn the admission process on its head.

The advantage that alumni enjoyed in the process has been done away with. More opportunities have been given to those children who live closer to schools, with 70 points being given to those who live within a six-kilometer radius.

Last year, some schools had given as many as 40 points to children of those parents who were alumni of the same school.

This is for the first time that schools will not be given a free hand in deciding their points’ criteria. The biggest change, however, is perhaps the abolition of the management quota. This means that there will be 20% more seats for the ‘ordinary’ parent.

There are around 1 lakh seats on offer in nursery in recognized schools in the city. Of these, 20,000 will now be available after the management quota has been done away with. It doesn’t, however, mean that the total number of seats has increased.

The guidelines were finalised by Lieutenant Governor Najeeb Jung. He was asked by the High Court to look into the matter after an NGO filed a petition, saying the guidelines were not in accordance with the Right to Education Act.

In an effort to encourage girl students, the new guidelines will make it mandatory for all schools to reserve 5% seats for them. Earlier, some schools would give five points to girl children. As per the guidelines, the schools will reserve 5% seats for the staff of school. If these seats cannot be filled up, they will be converted into general category seats.


The new guidelines have eliminated the possibility of schools assigning points to niche criteria. Last year, one school gave points for vegetarianism while another gave points to those children whose parents had contributed significantly to the nation.

राकेश नाथ/एसएनबी नई दिल्ली। राजधानी के पब्लिक स्कूलों में नर्सरी में दाखिले के क्राइटेरिया को लेकर मनमानी तो खत्म कर दी गई है, लेकिन अभिभावकों को बच्चे की आयु को लेकर स्कूल की मनमानी से दो चार होना पड़ सकता है। दरअसल, शिक्षा निदेशालय ने अपने आदेश में नर्सरी में दाखिले को लेकर बच्चे की आयु 31 मार्च 2014 को न्यूनतम तीन साल होने की बात तो कही है, लेकिन अपर एज लिमिट को लेकर किसी तरह का आदेश नहीं दिया है। निदेशालय ने कहा है कि सरकार ने अपर एज लिमिट को लेकर कोई फैसला नहीं किया है, नतीजतन अपर एज लिमिट को तय करने का अधिकार इस साल भी स्कूलों के हाथ में होगा। पीतमपुरा स्थित एमएम पब्लिक स्कूल के निदेशक सोमेश पाठक व प्राचार्य रूमा पाठक ने पहले की तरह 3 साल की एज तय किए जाने को सही ठहराया है। उन्होंने कहा कि इससे अभिभावकों में कन्फ्यूजन नहीं होगा। अपर एज लिमिट मामले में स्कूलों को अधिकार दिए जाने पर भी उन्होंने खुशी जताई। शिक्षा निदेशालय की गाइडलाइंस के मुताबिक, स्कूलों को आवेदन फॉर्म मात्र 25 रुपए में देना होगा। कोई भी स्कूल अभिभावकों को फॉर्म के साथ प्रॉस्पेक्टस खरीदने के लिए बाध्य नहीं कर सकता। इसके अलावा आवेदन फॉर्म के प्रोसेसिंग के नाम पर भी किसी प्रकार की फीस की वसूली नहीं की जा सकती। कोई भी स्कूल अपने नर्सरी व मेन स्कूल के लिए अलग-अलग दाखिला प्रक्रिया भी नहीं चला सकता है। एडमिशन नर्सरी डॉट कॉम के प्रमुख सुमित वोहरा ने कहा कि अभी तक अभिभावकों को 100 से लेकर 800 रुपए तक के प्रॉस्पेक्टस खरीदने पड़ते थे। इस तरह से 10 से 15 स्कूलों में आवेदन करने मात्र से अभिभावकों के 8 से 10 हजार रुपए खर्च हो जाते थे। निदेशालय के ऑर्डर के मुताबिक, ईडब्ल्यूएसव डिस्एडवांटेज कोटे के बच्चों को आवेदन फॉर्म निशुल्क देना होगा। इन दोनों कोटे के बच्चों को एडमिशन लाटरी सिस्टम से देना होगा। दाखिला सूची जारी करने की तिथि एक होगी। स्कूल एडमिशन लिस्ट अलग-अलग दिनों में जारी नहीं कर सकते। शिक्षा निदेशालय ने कहा कि इस संबंध में पिछले साल अभिभावकों की काफी शिकायतें आई थीं। अभिभावकों का कहना था कि अलग-अलग दिन दाखिला सूची जारी होने के चलते उन्हें फीस रिफंड कराने में काफी परेशानी हुई थी। दाखिला शेड्यूल में फेरबदल करने वाले स्कूलों के खिलाफ कार्रवाई की जाएगी। मैनेजमेंट कोटे की 20 फीसद सीटें नहीं चलेंगी : गाइडलाइंस के मुताबिक, पब्लिक स्कूल इस बार मैनेजमेंट कोटा नहीं चला सकेंगे। पिछले साल तक स्कूल 20 फीसद सीटों पर मैनेजमेंट कोटे के तहत दाखिले देते थे। नर्सरी मामले को कोर्ट में ले जाने वाले याचिकाकर्ता संगठन सोशल जूरिस्ट के संयोजक अशोक अग्रवाल के मुताबिक, मैनेजमेंट कोटे के चलते डोनेशन की परंपरा बनी हुई थी। इसकी वजह यह थी कि इस कोटे की सीटों पर दाखिले को लेकर किसी तरह का क्राइटेरिया नहीं होता था। अल्पसंख्यक स्कूलों को अपने कोटे की सीटें तय करने का अधिकार : गाइडलाइंस में अल्पसंख्यक स्कूलों को अपने यहां अल्पसंख्यक कोटे के बच्चों के लिए सीटें तय करने का अधिकार दिया गया है। हालांकि इनको भी 25 फीसद सीटें ईडब्ल्यूएस , 5 फीसद स्टाफ कोटे के लिए और को-एजुकेशन स्कूल के मामले में 5 फीसद सीटें गर्ल्स के लिए आरक्षित रखनी होंगी। आरक्षित व अनारक्षित कोटे के लिए तय सीटों की सार्वजनिक घोषणा भी करनी होगी। सैन्य स्कूलों का दाखिला क्राइटेरिया : सैन्य, सेंट्रल व ऑल इंडिया सर्विसेज वाले स्कूलों में भी 25 फीसद सीटें ईडब्ल्यूएस, 5 फीसद सीटें स्टाफ के बच्चों के लिए व को-एजुकेशन स्कूलों में 5 फीसद सीटें गर्ल्स के लिए आरक्षित करनी होंगी। ऐसे स्कूलों को सैन्य आदि सेवाओं के अभिभावकों के बच्चों के लिए सीटें तय करने का अधिकार होगा।

पब्लिक स्कूल गाइडलाइंस के खिलाफ , बैठक आज नई दिल्ली(एसएनबी)। शिक्षा निदेशालय द्वारा पब्लिक स्कूलों में नर्सरी दाखिले को लेकर जारी सख्त गाइडलाइंस को लेकर स्कूल वाले विरोध मे आ गए हैं। दिल्ली स्टेट पब्लिक स्कूल मैनेजमेंट एसोसिएशन के अध्यक्ष आरसी जैन के कहा कि 70 फीसद नेबरहुड क्राईटेरिया तय करने से दूर देहात से आने वाले बच्चों को दाखिला नहीं मिल पाएगा। उन्होने कहा कि इस मामले में एसोसिएशन आगे की रणनीति तय करने के लिए मानवस्थली पब्लिक स्कूल राजेन्द्र नगर में बैठक करने जा रहा है। उधर, दिल्ली के टॉप स्कूलों के प्राचार्यो के संगठन नेशनल प्रोग्रेसिव स्कूल कांफ्रेंस की अध्यक्ष अमिता मूला वट्टल ने कहा है कि निदेशालय द्वारा जारी गाइडलाइंस को लेकर र्चचा की जाएगी और इस संबंध में बृहस्पतिवार को बैठक की जाएगी।

नई दिल्ली (ब्यूरो)। नर्सरी दाखिले में नया साल अभिभावकों के लिए राहत भरा संदेश लेकर आएगा, वहीं स्कूल प्रबंधन के लिए सख्ती वाला रहेगा। उपराज्यपाल के आदेश पर शिक्षा निदेशालय ने जो गाइडलाइन जारी की है उससे अभिभावक खुश हैं। वहीं स्कूल इसका विरोध कर रहे हैं।
एडमिशन नर्सरी डॉट कॉम के प्रमुख सुमित वोहरा ने बताया कि दिशानिर्देश जारी होने के बाद से अभिभावकों से अच्छा रिस्पांस मिल रहा है। उनकी वेबसाइट पर लगातार अभिभावक इसे राहत भरा कदम बता रहे हैं। बीते कई सालों से पैरेंट्स लगातार नेबरहुड के लिए ज्यादा अंक रखने और एल्युमनी के अंकों को समाप्त करने की मांग कर रहे थे। अब तक स्कूल एल्युमनी के नाम पर 40-40 अंक तक निर्धारित करते थे। जिसके कारण उन बच्चों का दाखिला नहीं हो पाता था जो जिनके अभिभावक उस स्कूल से ना पढ़े हों। पैरेंट्स का कहना है कि मैनेजमेंट कोटा समाप्त होने से बैक डोर एंट्री से होने वाले दाखिले बंद होंगे।
वहीं, स्कूल प्रबंधन खफा नजर आ रहे हैं। दिल्ली पब्लिक स्कूल मैनेजमेंट एसोसिएशन के अध्यक्ष आरसी जैन ने कहा कि वह गाइडलाइन का विरोध करेंगे। छह किलोमीटर का दायरा तय करने से काफी संख्या में दाखिला लेने से बच्चे चूक जाएंगे।
मोहलत पर सुनवाई टली
नई दिल्ली (ब्यूरो)। हाईकोर्ट ने नर्सरी दाखिला संबंधी नीति बनाने के लिए दिल्ली सरकार द्वारा मोहलत मांगने संबंधी याचिका पर सुनवाई 8 जनवरी तक स्थगित कर दी। याची ने अदालत को बताया कि सरकार की नीति तैयार है और संभवत: एक दो दिन में जारी हो जाए। वहीं, दिल्ली सरकार के अधिवक्ता ने इस मुद्दे पर कोई भी जानकारी होने से इनकार किया। मुख्य न्यायाधीश एनवी रामना के समक्ष दिल्ली सरकार शिक्षा विभाग के आवेदन पर सुनवाई के दौरान याची के अधिवक्ता अशोक अग्रवाल ने कहा उन्हें समय प्रदान करने पर आपत्ति नहीं है। उन्होंने कहा कि उनकी जानकारी के अनुसार सरकार की नीति तैयार है। संभवत: उपराज्यपाल एक दो दिन में अपनी नीति की घोषणा कर दें। दिल्ली सरकार के अधिवक्ता ने कहा उन्हें भी यह जानकारी समाचार पत्रों से ही मिली है, लेकिन आधिकारिक रूप से उन्हें कोई सूचना नहीं है। अदालत ने दोनों पक्षों को सुनने के बाद सुनवाई 8 जनवरी तक के लिए स्थगित कर दी।
शिक्षा विभाग ने आवेदन में तर्क रखा था कि हाईकोर्ट के 25 सितंबर के आदेश के मद्देनजर नर्सरी दाखिला संबंधी दिशा निर्देश पर काम पूरा कर दिया है। केवल मंत्री परिषद की राय लेनी थी।
दाखिला शेड्यूल जारी, 15 जनवरी से मिलेंगे फॉर्म
नर्सरी में दाखिले के लिए इस बार एक और बदलाव किया गय है। स्कूलों में इस साल एक जनवरी की बजाए 15 जनवरी से फाॅर्म मिलने शुरू होंगे। स्कूलों में 15 जनवरी से फॉर्म मिलने शुरू होंगे और 31 जनवरी तक मिलेंगे। नर्सरी दाखिले के लिए सामान्य और आर्थिक पिछड़े वर्ग व वेटिंग लिस्ट समेत पहली सूची 28 फरवरी को जारी की जाएगी। जबकि दूसरी सूची 15 मार्च को जारी होगी। दाखिला प्रक्रिया 31 मार्च तक समाप्त हो जाएगी।
पिछड़े वर्ग के लिए फ्री फॉर्म
आर्थिक पिछड़े वर्ग के तहत होने वाले बच्चों के दाखिलों के लिए कॉमन एडमिशन फॉर्म होगा। अभिभावक चाहें तो निदेशालय की वेबसाइट से इसे डाउनलोड कर सकते हैं। यह फॉर्म पूरी तरह से निशुल्क होगा।
वहीं,
निजी स्कूल, अभिभावकों को फॉर्म के साथ प्रोस्पेक्टस लेने पर मजबूर नहीं कर सकेंगे। शिक्षा निदेशक अमित सिंघला की ओर से जारी आदेश के मुताबिक दाखिले के फॉर्म के रुप में अभिभावकों को 25 रुपये ही चुकाने होंगे। यदि कोई अभिभावक प्रोस्पेक्टस खरीदना नहीं चाहता तो उसे मजबूर नहीं किया जा सकता।
आपात बैठक बुलाई
नेशनल प्रोग्रेसिव स्कूल कॉन्फ्रेंस की अध्यक्ष अमिता मूला वॉटल ने कहा कि बृहस्पतिवार को आपात बैठक होगी। इसके बाद ही ओर से कुछ कहा जा सकेगा।
कोटा खत्म होगा

दिल्ली पब्लिक स्कूल मैनेजमेंट एसोसिएशन के अध्यक्ष आर सी जैन ने कहा कि मैनेजमेंट कोटा समाप्त होने पर सिफारिशी दाखिले नहीं हो सकेंगे।

But within a 6 km radius, there will be a large number of applicants with at least 70 points now. Doesn't that leave applicants with siblings and/or alumni again at an advantage?

Also, how will the admissions be finalized out of the large pool with 70 points? WIll it be through lottery?

If any tie points certainly lot system is applied.

Not fair for the parents who live in areas where there are few good schools..... schools are not distributed evenly across the city........seems tough to get admission for my first born boy!! If you are out of 6km radius....no points!!!!!!!!!! Very disappointing............

i feel some points will be awarded to more than 6 kms also.....means out of 70 may be 50 so don't lose hope

 

if we go strictly by the guidelines...it doesn't seem likely! The picture will be clearer once the schools publish the neighbourhood areas in their websites....

Excellent news for me and other parents who were expecting some respite in the admission points system. Good to see 70 points for neighbourhood. I reside in khanpur extension and there are lot of good public schools in Saket, pushp vihar and alaknanda. I am assured that my son will be accomodated in any of these schools. Let's look forward and wait for 15th Jan,2014. thanks Mr. Vohra. keep us update. 

is this criteria only for 3+ or is also applicable for 4+admission???

This guidelines apply to all entry level classes in a school.
