my view is it should be mix of all to provide level field to everyone

for example if a school has 100 seats divide it equally 50 for boys and 50 for girls to keep balance.
among these reserved 10% for EWS i.e 5 boy seat and 5 girl seat and select them by draw and make a waiting list also say for 10 more names.
reserve 5 % for staff total 5 seat (2 boys and 3 girls or 3 girls 2 boys as per demand)
reserve 5% for managment same as above not 20% as there are only few people in managment and every year 20 seats for them doesnt make sense when there are 80 seats for thousands of applicants why 20 seats reserved for a group of 5 to 10 peoples. And in case of chain of schools many branches have same managemnt 20% added up for 5 branches become 100% for same set of people

reserve 10% for sibling and procedure same as for EWS.
reserve 10% for govt/professional/national awardee/single parents/physically challenged (say at least 2 seats compulsary ) any criteria school speicific and follow same process
now for remaining 60%
20% for distance upto 5 km put all applicants in draw upto 5 km including those remained after draw from above category or in waitlist and falling in 5km criteria. do the draw and dont make any waiting list.
20% for distance above 5km to 8 km same as for 5 kms put all those fall between 5 kms to 8 kms do not prepare any waiting list

20% no criteria : mix all applications those whose names are not selected everyone from any distance mix them all select 20% say 10 boys 10 girls and prepare waiting say of 50 or 60 more boys and girls and in distance criteria (60%) if any seat fall vaccant this will be filled from this waiting list.
if any person is cleared in waiting list of reserved category and also selected or cleared in general 60% distance criteria list he will be given seat from reserve category and general category seat to be given to next in line to give fair chances to everyone.
critieria like school affirmative, parents achievement, group discussion, filling questionaire this all are tools with school for discrimnation they can give any marks to anyone no once can challenge so these critiera should be totally removed.
for physically challenged school keep the points but they dont fill the seats saying they dont have infrastructure for physcially challenged child only few schools are having the infrastructure thats why it is included in school specific criteria .
no seats for alumni as many students after clearing XII never contributed towards their school also delhi is capital of country people from all region came here for employment and other purposes if we keep on providing reservations to all category general public will left with few seats which is very unfair.
I think POINT SYSTEMS(WHICH SHOULD BE ACCEPTABLE TO ALL PARENTS )???
This is fine if it is done on the basis of some centralised system which should be same in all the schools. All the schools should follow the standard system of admission process & point system.

No preference should be given to Govt. employees, Cristans (incase of convent school). Because that would be unfair to non cristans and people working in private sectors.

Eliminating points of non professionals/qualification is fair but should be implemented at the starting. That will be ok with both businessman and service class.

Income certificates of the parents should not be taken at the time of child admissions.

Changing of any process or implementing new policies by the govt. just 2-3 days before the results is not fair.

Strict measures should be taken against the School authorities who are taking donations on the name of building fund or any other name.
>> 1 POINT SYSTEMS(WHICH SHOULD BE ACCEPTABLE TO ALL PARENTS )???

As Ritesh mentioned above, the point system should be such that it has representation from most categories. Few top notch schools in fact strive for this. Even good colleges/companies abroad work towards this. Need to bring in as much diversity in the class as possible. Representation should be from all walks of life. Starting point should be 50-50% sharing between boys and girls. Different categories may be based on:
1. Sex (Boys and Girls)
1. Economic status (EWS quota is already there)
2. Religion
3. Region (representing different cultures)
4. Siblings
5. Alumni
6. Mangement quota (4,5 and 6 should be given some benefit)
7. Parents qualifications (kids represent their parent's profession) and their achievements/contributions. Should be representation from all streams such as Arts/Commerce/Science/Engg/Medicine etc
8. Assessment of kids and may be parents. (Why to deny a kid who is brilliant even at such young age?!)
9. 10. ...Others missed out here

There should be limit on all such criteria. Having mostly girls in class or having only alumni, makes it highly discriminatory. Overall, the system should be transparent. All criteria should be measurable to the extent that ideally parents should be able to calculate their points before even applying to the school. This way they'll be able to decide whether to seek admission in some school or not and hence reduce their refund woes.

2 WHETHER DRAW OF LOTS IS ACCEPTABLE TO ALL THE PARENTS????

Although it looks fair from the face of it but this would be worst criteria. Reasons:
1. The system should be as predictable and as transparent as possible. The predictability would allow parents to work on their shortcomings leading to betterment of the system. E.g. if the criteria also involves parents achievements/contributions, parents would strive to achieve/contribute more and more. Generations over generations we'll have better achievements/contributions from parents and then their kids.

Draw of lots makes system both unpredictable (leaving it to chance only) and non-transparent.

2. Draw of lots would mean every parent applies in at least 10 schools or more and then leave it on luck. In any case getting refunds from other 9 schools would always be problematic leading to unwanted efforts from each parent. Predictable results would reduce number of applied schools.

3. As has been seen in the past, draw of lots may not be as FAIR and RANDOM as it seems. This leaves scope for loopholes and hence corruption in the system.

3 OLD INTERVIEW SYSTEM ??????

I support it for assessing kid's ability. Born talented kids have right to go to best schools.

>> OR SOME NEW IDEA YOU HAVE LIKE CENTRALISED SYSTEM ?
This may be beneficial in fair assessment of kids across region. This may reduce mutiplicity of efforts e.g. multiple assessments.

TO MAKE SYSTEM TRANSPARENT, THEIR SHOULD BE AUDITORS FROM PARENTS COMMUNITY WHO CAN CROSS CHECK THE ASSESSMENTS AND RESULTS ANYTIME.
To act with parity:

First Born and Sibling should be given equal weightage;

Transfer cases and Alumni should be given equal wieghtage;

Atlast the maximum what could be done is that if 100 seats meant for general category 40-50-60 seats should be kept aside for alumni and siblings and atleast 60-50-40 should be given to others (no sibling no alumni). Gender percentage should be 50:50.
I have a different take on the complete admission process.

Let admission be handled by a central agency, in which representative from some schools would be there. These representative would serve for limited period of time (say three years) and would work on rotating basis. So every year some new members would be there.

The creteria would be the point system. Point system should have no points based on governemnt jobs, releigious minority (so christian, Gujrati minority are out), qualification, income, profession. Points can be of distance, extra curricular activities, less points on sibling, transfer cases (actual transfers, not trasferable jobs).

There would be one commen form for all schools like IIT JEE. Parents would select the schools and their prefrences in the form.Based on the points scored schools would be allocated.

The complete process would be online so no hassel of going to school and collecting forms. All points would be calculated by system based on the defined creteria. So at the time of filling the form everybody would be knowing the likely points, subject to verification.

This system would take time to implement but certainly this is a way forward.
whatever crieria is decided one thing is sure u will never be able to satisfy all.
If u keep point for neighbourhood u know it very well that all good schools in delhi are in cluster confined to an area. E.g vasant kunj, vasant vihar and saket . and people living in areas where there are no good schools will cry.
If u keep point for sibling then if u analyse the current admission process wherever there were education and profession points revmoved all seats are going to sibling except few. So the first born parents will cry.
same is the case with girl child .
Transfer case i f u say then there are lots of things to be included like single parent, physically challenged, staff, management and after accommodating all no seats will be left for general category.
my view is that every one should get a level field
This is true.... Whatever be the criteria, each n every person will not b satisfied......A group of people will always feel left out.....
Point system will not b able to cater to everbody..... There r not many schools in our neighbourhood,so if max points r given to this criteria then people like me will suffer.... Only sibling n alumini's are not entitled to get seat,if it has to fair then should b fair to all....They r 1's with max advantage.....

Draw of lots,if it is transparent then will the best but but but this is a means which can be definately misused by the school authorities....

Yes old interview system was atleast better than this present point system..... Atleast the children decide their fate themselves.... Atleast when they grow up,they wont blame their parents for wasting a year or putting them in so called not so good schools.....

Definately there has to b a centralized system so that the monoply of few schools should not b there....

Conclusion: First all the schools should be taught lessons on ETHICS,MATERIALISM,CORRUPTION,DISCREPENCY N MANY MORE......
whatever be the criteria, overall it should be progressive to most.

Current point system is degressive in the sense it promotes divorces/single parenthood/girl child etc. It demotes the concept of a happy progressive family (no divorce points) to shift base closer to their workplace (no alumni), to do well in their profession/business (no points for this), with only one bright son (no point for being bright and no points for being a boy!).

It promotes divorces/single parenthood/girl child and to unnecessarily shift base near to school (which might not be in good locality as real estate is really high and large area/infrastructure inherent for good school may not be available in already established locality) that too when transporation is available! Neighbouhood would only be helpful to politicians/ mcd officials/ real estatewallahs who know beforehand when and where a good school is about to come. In any case when admission is over, sooner or later parents would shift back to "their" place of interest defeating the whole purpose.
Someone putting money in bringing up a very good school in outskirts would not want all its children from THAT neighbourhood. If school is willing to provide safe transportation to selective locality, let not only physical distance be criteria.

Not to be non-empathizing with divorced/single parents/girl child but there should be limit on such cases. So that the point system does not become descriminatory to small happy progressive familly!
The whole nursery admission scenario can no way satisfy everybody. Like if we go for interview of the child then those child who are shy will not get a chance though they may be intelligent enough. Again with this existing point system there is no transparency and the schools are molding the whole thing on their favor. There should be such way that the schools can judge each and every child but that shouldn't be the only deciding criteria.

1. The children should engage in some kind of group activities and teachers should judge them from a distance, and gave some points

2. Distance

3. Sibling and first born should get the same points

4. Parents qualification and occupation

5. others...............which i missed out.

I agree with Ritesh's percentage of mix.. this will really provide the proper mix in a class.

And no admission on the basis of religion, region. We talk about united secular India and then we demand admission on the basis of religion, region.
Agreeing but further want to say if we are not giving to parents qualification then why to govt jobs isn't that a merit of parents if yo analysis this year result in best of south delhi school that
person who scored 60 points
- neighborhood - 25
- sibling - 10
- girl child - 10
- govt. job -10
- transferable job -5
just Analise this case were will a boy with no sibling in a neighborhood will go. Anyone has reply to this and this is no hypothetical situation just need to analysis the result and person who is on transferable job can very easily live on rent in neighborhood fo 6 months to 1 yr or even we have lot of govt colonies in south delhi.
Mr lovely need to solve this a boy in same colony whose parents are in private sector both working thanks to this inflation not a alumini to any branch near house although alumni to best school far away were will that kid go. Any Reply Mr. Minister
Before devising a points system that is pleasing to all or most first we must know exactly how many seats are their in all schools and approximately how many children need to get admitted to them every year.
By doing so we would have a rough idea about the shortfall in seats avialable and then we can devise a point system or any system that majority of people think is correct and also tell the government and media that this is the situation and also do something to contain the shortfall in seats available so that no parent has to suffer in case his child is not selected in any school and he is in no position to pay huge sum as donation to get admission.
Few more thoughts:

SIBLING POINTS: In order to promote small family, more points should be given to first born. However, since our policy is "we two our two", their may be equal points for first born and second born. No points should be given beyond second born.

DIVORCE POINTS: In order to reduce divorce cases, such cases should carry negative points. Unfortunate single parents should be given points.

DONATION BASED SEATS: To enable schools to be financially self sustainable and to maintain their better facilities, they should be allowed to sell/auction their vacant management quota seats. They in any case follow this practice, so just legalize it and make it transparent. If the business (of education) does not turn out to be financially profitable, which is the motivation for most of the founders and hence the efforts to make their school best, due to lack of such motivation we may be left with even lesser good schools!
Socialism looks good only on paper. Some motivation needs to be there!

POINT SYSTEM TO DISCOURAGE MOST (OF GETTING INTO BEST SCHOOLS): All of us can't get through the best schools. The point system should just tell us that. It should not give (false) hopes to most of getting through good schools. The reality is that there are few good (or most sought after) schools and proportionately, there should only be few eligible for getting through such schools. More the hopefuls, more wasted efforts at such schools.
Point system should be able to guide parents to schools which they are eligible for. This would reduce efforts both from parent's and school's perspective.

THE PROBLEM THAT THERE ARE FEW GOOD SCHOOLS IS ALTOGHETHER A DIFFERENT ONE. How to have more good schools so that all of us get benefits of good schooling is a different discussion.
