NEIGHBOURHOOD POINTS NO GUARANTEE FOR ADMISSION


NEW DELHI: The nursery admission guidelines that gave neighbourhood the upper hand in nursery admissions may have brought a smile on the faces of many parents. But despite getting 70 points, admission in a school of their choice is going to be very tough.

Based on analysis of data posted by schools on their websites, it has become clear that staying close to a school will give parents a very small window of opportunity for admission and that admission is very difficult for those single children whose parents are migrants.

At Delhi Public School, Vasant Kunj, for example, of the 130 nursery seats on offer, there are 127 parents who have scored 75 points or more. This leaves 1,426 applicants with 70 points for three seats.

At DPS East of Kailash, of the 117 seats on offer, 79 will be filled by those who have more than 75 points. For the remaining 38 seats a lottery will be held among 308 students who have secured 75 points.

The figures also contain duplicate applications, a feature that is sure to be repeated across schools.(Sumit Vohra)

5 MARKS OF FEW FRAUDS interstate transfers ARE PUNCTURING HOPES OF THOUSANDS OF 70 MARK HOLDERS.

Even if my child does not get admission this fraud should stop.

Dear Sir:

This letter is on behalf of a number of parents seeking admission to nursery for their wards for the academic session 2014-2015.

At the outset, let us place on record our appreciation of all the work that your Department has done in order to endeavor to make these guidelines fair and transparent. However, we wish to highlight certain incongruities in these guidelines, which we believe can be addressed by your Hon’ble office even at this late stage in the process.

We wish to place 3 specific requests for your kind consideration. These requests are based on the experience after some prominent schools like Delhi Public School RK Puram and Mothers International School have released their lists for draw of lots and shared data about their applications. While we understand that these are not even formal first lists and the situation in the second lists or in other schools could improve for our category of parents – however, we still believe that addressing these 3 specific requests of ours could significantly enhance the fairness and transparency of the entire process and make the first lists themselves more robust and strong.

Request 1: Distance

This request relates to the incongruity created as a result of distance points being uniform for up to 8 kms. The way this has been adopted by most schools, including Delhi Public School RK Puram is that the distance has been considered aerially – in some cases, therefore, colonies as far as 12 kilometres by road is included in this as a result of aerial reckoning of distance. This militates against the very concept of neighbourhood school. In the past, the concept of staggered points for distance has been adopted. This would mean different points for 0-5 kms category and 5-8 kms. This staggered distance assured “neighbourhood” schooling.

Appeal 1: We would appeal to you to consider modifying the guidelines to prescribe staggered distance (reckoned in a non-aerial fashion), so that your government’s basic goal of neighbourhood education can be furthered.

Request 2: Transfer criterion

This is an area where we have number of suggestions. While we understand the Delhi Government’s view that the National Capital should welcome people from other regions, we believe that this excludes Delhi residents at the expense of outsiders. We also believe that this opens up the issue of falsifying documents, even though we are not making any specific allegation. To clean up this whole system, we therefore suggest the following:

Appeal 2:

The following clarifications/ changes be made in the transfer criterion:

(a) Transfers from Gurgaon/ NOIDA to Delhi should not be permitted (this allows people who are based here to claim advantage which is not the intent of this criterion) – we therefore believe NCR region should be seen as one and only transfers FROM other states TO NCR region should be reckoned as eligible transfers and transfers WITHIN NCR region should be excluded

(b) Transfers only within last 90 days should be considered (people who have come in and settled prior to that should not get an advantage)

(c) Transfers should be validated by schools through a transfer order on a formal printed letterhead. In case the school has any suspicion, they should also ask for a proof of address of the place from where the transfer occurred, such as registered lease deed (preferably in the name of the company which had posted the employee) or other recognized categories of documents already prescribed (this will help in weeding out any forgery, if that were to exist)

Request 3: Alumni

This request relates to the system of points for alumni. The way the guidelines are currently framed, there is a significant advantage to alumni in the form of additional points. While we understand the importance of alumni points, we believe that in order to give an equal chance to everyone, it is essential that some quotas be fixed, rather than additional points.

Appeal 3: Instead of 5 points for alumni, we would request you to allocate a percentage of seats (say 20% at maximum, for example) to alumni, so that others also have a chance in the prominent schools.

We thank you for your work in making nursery admissions fair and transparent and would appeal to you to consider and incorporate our suggestions in clarifications to be issued as soon as is possible.

Point (b) after Appeal 2 should be opposite because most of those who are committing this fraud would have got their transfer orders only recently (because people were unsure what the criteria would be so they would have waited for last month of the process) so make it like "Not to Consider transfers within last 2 months"

Just keep points related to transfer ,else no one will  even read your letter.

If there are three points, they will at least accept one and have the pleasure of rejecting the others. If by a stroke of luck, they consider the other two also, then very good. What do you say?

Don't agree. fraud cases will in any case be caught by pt (c). People who genuinely need these points are those that have come in the last 90 days and are only settling down. We can't give a suggestion which goes against these genuine guys. So suggest, that to get a fair hearing, we keep letter as is.

Should I send this to the Director of education.
