Dear sakshi

Hi Sakshi,

My question is that,Can we make the documents like first child affidavit, first girl child affidavit etc now itself? Also do we need to get separate affidavits for all the schools wherever it is required or we can submit the copies to all the schools?

Thanks,

Amit

Nursery admission: Schools may get to decide the distance to which neighbourhood rule will apply

Private schools may get the right to decide the area to which the neighbourhood criterion will apply for nursery admissions for the academic session 2017-18. The government plans to set one kilometre as the minimum distance for the norm.

This year the government is planning to make ‘neighbourhood’ or the distance between a child’s home and school as the only criteria for nursery admissions. The move will impact 285 schools built on land allotted by the Delhi Development Authority. The land allotment terms state that schools cannot deny admissions to residents of neighbouring areas.

The government on Monday held a consultation with schools to discuss nursery admission guidelines, implementation of DDA allotment letters, and the definition of the terms — locality and neighbourhood.

Officials said the government’s plan is in line with a Supreme Court direction that says schools have to strictly implement terms of land allotment. The current consultation comes in the wake of a petition filed by ‘Justice for All’ in high court which states that as per the land lease agreement between schools and DDA, schools cannot deny admissions to students from the neighbourhood.

Deputy chief minister and education minister Manish Sisodia told schools that they will be free to define neighbourhood but the minimum distance they have to cover is 1 kilometre.

“The minister told schools that they have to implement the terms of land allotment. But the terms don’t define the limit of neighbourhood. Schools will be free to decide the distance they want to cover under neighbourhood but the minimum distance will be 1 kilometre,” sources said.

Advocate Khagesh Jha, who has filed the petition in HC, said, “Schools will have autonomy to decide the distance but fixing it at 1 kilometre means that the applicant from within that distance will not be denied admission by the school.”

Schools have been asked to send their feedback in a few days over government’s move. “We will send our feedback in a day or two,” said a school representative, who attended the meeting.

Nursery admissions for the upcoming academic session are likely to begin from January 1.

Delhi: Govt stands its ground on nursery admissions

Monday’s meeting was held after the L-G expressed reservations about the government’s stand, saying that fixing the neighbourhood criteria could be a problem.

By: Express News Service | New Delhi | Published:December 6, 2016 3:39 am

Well-known schools in Delhi will have to admit students who live within a 1-km radius, Education Minister Manish Sisodia said at a meeting with school and NGO representatives Monday.

The order has to be followed by all 285 schools which got land on concessional rates from the DDA and whose allotment letter stated that they will have to cater to students from their neighbourhood. A definition of what ‘neighbourhood’ comprises was, however, not given.

Watch what else is making news:

Monday’s meeting was held after the L-G expressed reservations about the government’s stand, saying that fixing the neighbourhood criteria could be a problem. He also said there were 1,700 private schools in Delhi, of which 400 had got land from DDA. Of these, he said, 285 had the clause to admit students from the neighbourhood and having different policies for different sets of schools would be a problem.

The government, however, is not relenting. “We are not bringing in any new policy, only implementing what should have been implemented a long time ago. Schools got land on concessional rates on the condition that they would admit students from the neighbourhood first. Schools that did not get land on these conditions or did not get land from DDA at all are free to make their own guidelines,” said an official.

The move, private schools say, tramples on their autonomy. “The system of admission where schools are free to choose their admission criteria is the most refined. This exercise by the government is futile, ” said R C Jain of Action Committee for Recognised Unaided Schools.

TOI - Private schools must admit kids within a kilometer: Manish Sisodia

TNN | Updated: Dec 6, 2016, 03.29 AM IST

Deputy chief minister Manish Sisodia.Deputy chief minister Manish Sisodia.

NEW DELHI: Education minister Manish Sisodia on Monday said private schools on government land have to admit students living within 1 km of their premises.

At the same time, government sources clarified that each school will be allowed to decide what the outer limit of its "neighbourhood" will be.

Sisodia, education department officials and representatives from land-owning government agencies met private school associations to discuss the definition of "neighbourhood" for admissions. The meeting of "stakeholders" was prompted by a writ petition against the government in high court for not implementing the conditions of allotment for schools on government land.

The allotment letters of about 285 private unaided schools bear conditions related to admission of children from "localities" or "neighbourhood." But neither the letters nor a Supreme Court order on implementation define "locality" or "neighbourhood." In the context of the recent high court petition, the lieutenant governor asked the Delhi government to organise a meeting with "stakeholders" including the schools to work out one. There is not final decision yet — that will have to be submitted in court — and, apparently, schools have been given 24 hours to submit their comments.

"It was just a brainstorming-session with an open-ended discussion on how neighbourhood is to be defined. No other criteria for nursery admissions was brought up," said a representative of a private school association. What the policy will be at other schools — whether there will be a separate one for them — was not discussed at all.
