Pls see DOE guidelines for nursery admission 2017-18

I have 3 Qs:
As per guidelines issued by DOE they will issue 2 set of guidelines. One is for schools on private land and another on schools on Govt land. The current guidelines are issue for schools on private land.

1. Any idea when DOE will issue guidelines for schools on Govt Land ?
2. As per the above guidelines some schools which are listed under govt land says " not to refuse admission for residents of locality" ? Does it mean that schools will not say no to the children staying within 1-3 kms of the school.
Eg: I stay in c8 Vasant Kunj and Vasant Valley School is listed under govt land and this school is also in c8 and just 5 mins walking distance from our residence so it mean that if i apply in that school my child will get admission or has higher chances of admission ?
3. Whats is the upper age limit this year ? DOE guidelines above does not clearly said about list. Last year it was 4 plus and i am asking this Qs because my child is Jan 2013 born and he will be 4 years and 3 months on 31st March 2017. Last year my child did not got admission nearby our residence so we forced to send him far , that is why we again want to try for nursery this year.

3 No upper age cut off this year ( It was Stay by court case sub judice)

For point 3 about upper age limit you mean if child is 4 years he/she cannot apply for nursery like last year ?

Today i read the news paper TOI and i am glad that your team has published my Qs about point 2 for distance of school which i asked yesterday about distance of my home from Vasant Valley School.
Also i read the decision of govt to upheld the 51 criterion out of 62.
Today's TOI paper it says 11 of 62 criterion still valid as below:
1.Proven Track Record of Parents ( international / national / state awardee /rural development / promation of traditional art and craft / sport)
2.Original Research / Recognition received in the area
3.Father / Mother participates at the state-level in the field of music, sports and writing.
4. Special ground ( parents with proficiency in music, sports, national awardee)
5. Adopted child / twins
6. Gender
7. School transport
8. First born
9. Status of child ( order of birth in sibling)
10. Empirical achievement of parents ( sports, contribution to art and culture,freelancers)
11. Contribution , physical or professional work ( both pro-bono) through a registered NGO.
It means that schools can create admission process based on above points ?
I am strictly against point 1, 2, 3 ,4 10 and 11.
Taking an example of Vasant Valley School only last year they created the guidelines based on these points. See below the last year admission criteria of Vasant Valley
Now my Qs is if they still have the same guidelines on parents contribution than it will not benefit the parents who are just staying close to that school and does not have any proven track record.
As per DOE school on govt land should give priority to locality parents.
Also the 51 criteria also says that schools cannot create such points for admission. Its listed under point 9, 12, 17, 29
So i am confused now. Can you please clarify.

But vasant valley is under 285 schools which have to follow neighborhood criteria unless they go in court ..they cannot give any school specific criteria as per Govt
