School told to explain why kids harassed for fees

NEW DELHI: The Directorate of Education (DOE) as well as the Delhi Commission for Protection of Child Rights (DCPCR) have both written to the Maxfort School, Rohini, in response to a complaint alleging that a group of students were made to sit in the library for an entire school-day due to non-payment of fees. School authorities, however, denied the charge.
Last Friday, a day after five students were allegedly made to spend the day in the school library, members of the Maxfort School Parents' Association (MSPA) met deputy chief minister Manish Sisodia and then met the chief minister next Tuesday. They submitted a complaint.
The deputy director of education, North West, has now directed school authorities to "furnish (their) comments on the...representation" within two days. The letter is dated November 2.
Another parent approached DCPCR last Friday on the alleged "harassment" faced by his daughter and the child rights' body issued a letter the same day. "In the complaint it has been alleged that his daughter was made to sit in the library, along with four students, for not depositing 'arbitrarily' hiked fees," said the letter seeking a reply by November 11.
"They were not allowed to move out of the library even for drinking water, going to washroom or eating lunch. It has been further alleged that name of his daughter has been struck off the rolls by the school authorities," the letter added.
The lawyer representing the school had earlier told TOI that the parents in question had not paid fees for months and that their "arrears" had crossed Rs 1 lakh per student. Parents said that most of those who had joined the association have paid the original fees.

However, the few parents who are at the centre of fight against the school have not paid any fees and the names of their kids have been struck off from the rolls.
The school has, meanwhile, maintained from the start that the library episode never happened.
Parents argue that they will not pay fees unless some other demands are met -- a proper parent-teacher association is established, excess fees collected returned as per the recommendations of the Anil Dev Singh Committee and teachers are paid.
The MSPA had complained for months till the Delhi government attempted to take it over in August. The school went to court and managed to halt the process before the take-over could be fully executed.
