NPSC has decided to complete the distribution and collection of forms over 15 days any time between December 20, 2014 and January 20, 2015. Some, like Tagore International School, Vasant Vihar, and The Indian School, plan to start on December 22 itself; others, like Bal Bharti Public School (Ganga Ram Hospital Marg) will have to first decide criteria and have them cleared by the managing committee of the schools.
"We'll need some time so, in all probability, we'll start from January 1," says principal L V Sehgal. The Catholic minority schools that had been exempted last year itself, are likely to start on January 1, too.
"It's not an us-vs-them situation," argues Ameeta Mulla Wattal, chairperson, NPSC and principal, Springdales School (Pusa Road), "The HC verdict simply restores balance to the system." "It's essential that the parents are not under stress," says Madhulika Sen, principal, Tagore International, and a member of Action Committee's special committee on admission criteria, "We are meeting tomorrow and we'll draw up broad guidelines that'll be suggested to the schools." While all such "suggestions" and "guidelines" are just that and not binding in any way, both Sehgal and The Indian School principal, Tania Joshi state that their criteria will be based on the NPSC's "suggested" guidelines. "It's because we understand our responsibility," says Sehgal.

Extract of the proceedings of the Sub Committee constituted by the Action Committee and Private Unaided recognized schools regarding the procedure / parameters for Nursery Admission for the year 2015 - 2016
The Committee after deliberations recommends the following:-
1. Admission Criteria should be objective, transparent and school / parent friendly.
2. No interaction / interview of parents or child.
3. Educational qualification, Income, occupation not to be a criteria.
4. No sale of prospectus. Only registration charges @ Rs.25/-.\
5. Allotment of Seats:-
a) 25% EWS including 3% for children with Special Needs / Disadvantaged Group (depending on facilities available)
b) 5% Staff
c) Management Quota - 20%
d) For the remaining seats, to develop and adopt a clear, well defined, equitable, non-discriminatory and unambiguous criteria for admissions in the interest of the child, it is suggested that the following criteria be given weightage:--
i) Distance / Neighbourhood
ii) Siblings
iii) Alumni
iv) Staff Ward
v) School specific criteria (Girl Child, Minority, Single Parent etc.)
Schools are further advised to limit the percentage of seats in each category to enable a significant number of seats being made available in the general category. For example
i) EWS : 25%
ii) Sibling : Upto 20%
iii) Alumni : Upto 5%
iv) Staff : Upto 5%
v) Management Quota : Upto 20%
v) General Category : 25%
The following dates are suggested for the admission process:-
i) 20th December – 20th January : Issue & Acceptance of Forms
The forms must be available for atleast 10 days
ii) Admission process to be completed in all respects by 31st March, 2015
The criteria decided by the school shall be duly approved by the School Managing Committee. After this, it is to be put up on the School Website and a copy sent to the Department of Education before the admission process commences.

Only EWS is required rest should be removed.
