why there is a discrimination with the distance or Neighborhood category as preference has been given only to sectors on one side like 9-13-14 and other sector like 15-18-11 are put under second category but the distance from the school is under 2/3 kms from the school?

I agreed it is discrimination against other sector as it is not based on distance from school as sec 15,11,16,17,18,19 are falling under 2 to 3 km radius and should be taken to education department and may be tacit to coax the parents for management seat.
